Description of particular conditions: The commencement of the agreements shall be subject to the provider supplying the council with copies of the most up to date audited accounts which shall include turnover, balance sheets and any more up to date.
Information that is available such as interim or draft accounts.
The commencement of the agreements will also be subject to satisfactory responses to the Council’s queries on the submitted accounts. The Council reserve the right to withdraw from this Agreements should information reasonably requested not be supplied or where there are unresolved concerns about the Provider’s.

At the end of the 3 years there is an option to extend the Agreements by up to 2 years in yearly increments, subject to Provider Performance.

Bournemouth Borough Council is seeking expressions of interest from suitably experienced organisations to provide housing related support on a floating support basis to adult (18 years plus) client groups, including single homeless, refugees, drug and/or alcohol addiction, ex-offenders, mental health and domestic violence. The services will need to link with accommodation based services and contribute to the ‘move on strategy’ through facilitating community based solutions and effective disengagement. The Council is particularly interested in developing its future provision with reference to complementary use of technology.
It is envisaged that there would be up to four contracts commencing 3.9.2012 for 3 years, with an option for the Council to extend for a further period of up to 2 years, in one-yearly increments.
Bournemouth Borough Council will be inviting candidates which demonstrate capability to deliver a high quality housing related floating support service. TUPE Regulations may apply, in that the service is currently delivered by 5 providers.
Interested organisations will be required to complete a pre-qualification questionnaire (PQQ) which can be requested via e-mail from supportingpeopletender@bournemouth.gov.uk quoting reference [ATN 91].

Provider and service user interviews as part of the tender evaluation process are planned for period 25 June 2012 to 28 June 2012. Shortlisted Tenderers will be duly notified by 22 June 2012 of precise dates.

Precise information on deadline(s) for lodging appeals: The tendering process allows for a 10 calendar day mandatory Standstill Period at the point information on the award of the contract is communicated to tenderers to allow unsuccessful tenderers, to request debriefing from the Council before the contract is entered into.
Unsuccessful tenderers have 2 working days from the Contract Award notification to request additional debriefing and the Council has 3 working days before the expiry of the Standstill Period to provide the debriefing.
