Northern Gateway – Flood Defence Strengthening Works
The Welsh Government is proposing to undertake strengthening works to the existing earth flood defence along the north bank of the Dee Estuary. The proposed development is being led by the Welsh Government as an advance stage of wider potential employment-led mixed use development on the Dee Enterprise Zone which lies directly adjacent to the River Dee.
The proposed development therefore includes the insertion of sheet piles throughout the length of 1.5km of existing embankment, associated earthworks and general civil engineering works. The embankment will be reinstated to either 7.2m AOD, or left at the existing embankment level if it is currently higher than 7.2m AOD. The piles will be installed to a minimum height of 7.2 AOD, with a maximum depth below ground of up to 12m. Where feasible the design aims to minimise the pile depth as much as possible with the final pile depth design subject to the groundwater monitoring results proposed as part of the Additional Ground Investigation works. These works are on-going and results from the borehole testing will inform the required depth of piles along the embankment.

SECTION IV: Administrative Information
The basis upon which Suppliers will be evaluated in response to this Pre-Qualification Questionnaire will be based on the best technical score.
It is intended that the Welsh Government will select up to six Suppliers who have scored the best ranking responses to be invited to tender for the Works. It should also be noted that once six Suppliers haves been selected all other Suppliers will rejected and excluded from tendering if their total response score is 2 or more marks below that of the sixth ranking score.
For example: If the sixth ranking Supplier has a score of 70, and the seventh ranking Supplier has a score of 69, then the seventh Supplier will be invited to tender. However, if seventh ranking Supplier has a score of 68, then he will not be invited to tender.
