The North Eastern Universities Purchasing Consortia (NEUPC) are leading a process to award a framework for floor coverings. The scope includes primary and secondary entrance matting, carpet tile, broadloom carpet, roll vinyl, safety vinyl, acoustic vinyl, vinyl tile, linoleum, static control flooring, rubber flooring, laminate flooring and vinyl — sports floors. The framework is going to be available to members of NEUPC, plus members of LUPC, SUPC, HEPCW and NWUPC.
This agreement will be open to universities and their partners regardless of whether or not they are to be defined as contracting authorities for the purpose of the PCR 2015. It is anticipated that some of the future call-off contracts under this framework may be part funded from external streams, including European Union (EU) funding and (ERDF/ESF) and potentially other research bodies. All funding assessed under this framework will be considered compliant for the purposes of external funding by the named participants.

II.2.4)Description of the procurement:
The North Eastern Universities Purchasing Consortia (NEUPC) are leading on a process to award a framework for floor coverings. The scope is to include primary and secondary entrance matting, carpet tile, broadloom carpet, roll vinyl, safety vinyl, acoustic vinyl, vinyl tile, linoleum, static control flooring, rubber flooring, laminate flooring and sports floors. Bidders will be able to select which product types they are willing and able to supply under the framework.
The framework is going to be available to all members of NEUPC, as well as all members of LUPC, SUPC, HEPCW and NWUPC. It is intended that Lot 1: Supply of floor coverings — National will be awarded to 10 bidders in total, provided that there are a suitable number of bidders which meet any required minimum standards. NEUPC reserves the right to proceed with a lower number of bidders. Bidders will be expected to supply flooring products to 100 % of the members in England and Wales, with Northern Ireland in scope of the agreement but not mandatory.

The North Eastern Universities Purchasing Consortia (NEUPC) are leading on a process to award a framework for floor coverings. The scope is to include the supply, fitting and maintenance of primary and secondary entrance matting, carpet tile, broadloom carpet, roll vinyl, safety vinyl, acoustic vinyl, vinyl tile, linoleum, static control flooring, rubber flooring and laminate flooring. Bidders in lot 2 are expected to be able to provide supply, fitting and maintenance of all the in scope products.
The framework is going to be available to all members of NEUPC, as well as all members of LUPC, SUPC, HEPCW and NWUPC. It is intended that Lot 2: Supply, fitting and maintenance of floor coverings — Regional will be awarded to five bidders per subregion, provided that there are a suitable number of bidders which meet any required minimum standards. NEUPC reserves the right to proceed with a lower number of bidders. Bidders will be expected to supply flooring products to 100 % of the members in the subregion that they bid for.
