The main scope of this contract is to ensure that following the removal of the corpse by the Coroner’s Body Removal Service, all residual body parts are collected from the scene post-fatality. Additionally, there will be the requirement to ensure that thorough forensic grade cleaning of bodily fluids is undertaken to the area prior to the resumption of passenger services. The specific requirement of each incident will differ and is dependent on the type of impact sustained. For example, a direct impact between the person and the train at high speed, greater than 70 mph, will increase incident area, whereas a glancing blow to the deceased may limit the extent of the area. The Contracting Authority may also have a requirement for the Economic Operators’ to clean a crime — suicide scene, collect hypodermic needles or for animal clearance, at any of Translinks assets, as the needs dictate.

Precise information on deadline(s) for lodging appeals: The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period which will be for a minimum of 10 calendar days provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
