II.2.4)Description of the procurement:
NHS Greater Glasgow and Clyde (NHSGGC) are seeking a dynamic organisation for the provision of a child forensic physician service and locum cover for West of Scotland Sexual Assault Service for Adults and adolescents.
A specification of requirements for both services is available on PCS-Tender.
One supplier will be awarded based on the most economically advantageous tender (MEAT) to deliver the contract in its entirety.

The option to extend for 3 x 12 months. The contract will be subject to review after 18 months to ensure it fits with service needs before extensions are agreed.

III.1.2)Economic and financial standing
With reference to ESPD question 4B.6 — NHSGG&C will use its financial evaluation matrix which can be uploaded from the attachments area on PCS-Tender to assess the financial stability of tenderers. Tenderers should complete the evaluation matrix spread sheet included in the tender documents and confirm they meet the minimum requirement score. Tenderers with a Score of 50 and above will be deemed to have evidenced satisfactory financial stability. This is a pass/fail question. Failure to achieve a score of 50 or failure to provide this information will result in your tender being rejected. Tenderers should be able to provide financial accounts when requested by NHSGG&C. If a minus or GBP 0 turnover applies, please include your last 3 years financial accounts to allow your financial validity to be evidenced. Should this not be available or should this show financial instability of the organisation, this may result in a fail.
With reference to ESPD question 4B.5.1, tenderers must hold and evidence employer’s (Compulsory) liability insurance = GBP 5 million. If EO’s do not currently have this level of insurance, they must agree to put it in place prior to contract commencement.
With reference to ESPD question 4B.5.2, tenderers must hold and evidence public liability insurance = GBP 10 million. If tenderers do not currently have this level of insurance, they must agree to put it in place prior to contract commencement.
III.1.3)Technical and professional ability
With reference to ESPD question 4C.1.2, tenderers are required to provide examples that demonstrate they have the relevant experience to deliver the service. Examples must be from within the last 3 years and include experience in providing forensic medical services for physical abuse in children and sexual assault in both children and adults. You should use the attached template to provide two examples that demonstrates experience that is relevant to this procurement exercise. If you cannot provide any examples you should explain why at the bottom of this template. Your completed response should be no more than 2 pages of A4. The completed document should be uploaded to question 4C.1.2. This is a pass/fail question. If examples are not provided this will result in a fail. If the examples provided do not demonstrate the required level of experience, this will result in a fail.

Tenderers must confirm that all persons engaged as a forensic physician and undertaking healthcare duties have valid registration with the General Medical Council (GMC) including license to practice.
Tenderers must confirm that all persons engaged as a forensic physician and undertaking healthcare duties are registered on a GP performers list (If a GP) or Consultant on the specialist register or training grade doctor/other career grade doctor and hold a licence to practice.
