SDS invites proposals to deliver Foundation Apprenticeships (FA) across Scotland for participants commencing in academic year 2020. On behalf of Scottish Government, SDS has an ambitious target of 5 000 FA starts. The estimated contract value for this notice is for 5 000 FA starts. SDS may contract for a higher volume to ensure achievement of the 5 000 target overall. Delivery of each framework will require a partnership/sub-contractor or consortium approach to ensure delivery in line with regional demand. All arrangements will need to bring together colleges, local authorities, schools, training providers and employers to support ambitions of FA delivery across regions and frameworks for academic years 2020/22 for a 2-year delivery and/or shorter duration delivery. The target group is young people in senior phase of education in Scotland and there are currently 12 frameworks currently available for delivery.

It is a requirement of this contract that bidders hold, or can commit to obtain prior to commencement of any subsequently awarded contract the following insurance cover:
— employer’s liability insurance: 5 000 000 GBP,
— public liability insurance: 2 000 000 GBP.

SDS shall carry out independent Financial Credit checks on your organisation. The checks undertaken shall provide SDS with information on your organisation’s risk rating. It shall be as SDS discretion whether we deem the risk to be unacceptable and therefore may exclude your organisation from being taken any further in the procurement process. SDS also reserve the right to request further information, if no information can be found within the credit rating system, or the information is incomplete. Please ref to ITT document for further information on scoring of the risk rating.

IV.1.11)Main features of the award procedure:
The scope of services to be provided under this contract falls within the definition of social and other specific services in Schedule 3 to the Public Contracts (Regulations 2015 (‘the regulations’) and therefore the procurement process shall be subject to the requirements of Section 7 of the Regulations. By virtue of regulation 76(3) of the regulations, bidders in any of the situations listed in regulation 58 of the Regulations may be excluded.

Statement 4C.1.2 technical and professional ability: bidders will be required to provide relevant examples that demonstrate that they have the relevant experience to deliver the services as described in Part II2.4 of the OJEU notice and ITT/specification documentation published. Bidders also required to provide details of principal business activities.
Organisations and/or their subcontractors must hold, or working towards obtaining, approved centre status from awarding bodies and/or sector skills Councils relevant to all of the education and vocational training services they wish to deliver that lead to accredited outcomes.
