Title

Provision of Mediation Services – Framework Agreement

2.2

Description of the goods or services required

The Highland Council wishes to enter into a Framework Agreement with suitably qualified and experienced Service Providers, to provide Mediation Services on an as and when required basis within the Highland Area.

The Framework will be divided into two lots, to provide independent and confidential Mediation Services as follows:-

Lot 1 – Community/Neighbour Mediation.

Lot 2 – Homeless/Family Mediation.

Service Providers can apply for one or both Lots.

The Framework will be for a one (1) year period with the option for the Authority to extend by one (1) additional year.

Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems. The postbox closes precisely at the time stated.

Total quantity or scope of tender

Framework is on an as and when required basis therefore no quantity or work can be guaranteed.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Service Providers will be required to complete a pre-qualification questionnaire (PQQ). The purpose of the PQQ is to identify suitably qualified and experienced Companies who will be invited to submit a Tender. The Highland Council will use the information provided in response to the PQQ to determine which Organisations are most suited, in the opinion of the Evaluation Panel, in terms of technical knowledge and experience, and organisational and financial standing to submit a Tender. Any person wishing to receive PQQ documents should register their interest through this website, any queries please email procurement.unit2@highland.gov.uk no later than 12 Noon on the 26 November 2012.

The completed PQQ Documentation must be returned no later than 12 Noon on 6 December 2012.
