Description of the goods or services required

The Council’s Social Work Service wishes to invite tenders from suitable organisations to enter a Framework for Supported Living Services to ensure a high quality care and support market for vulnerable adults.

The primary client group is adults with learning disabilities. Provision includes individual and communal living situations under owner occupied, tenancy and shared occupancy arrangements. Support models vary in type and level, ranging from low intensity floating support services to people in dispersed tenancies to 2:1 high intensity 24/7 support to individuals with plural and complex needs living in core and cluster accommodation and houses of multiple registration. The estimated total value of the Supported Living provision is in the region of £12 million. Providers applying to join the Framework Agreement will require to offer outcome focussed, personalised support to adults with a learning disability, a physical disability or mental health difficulties who are assessed as requiring support to live in their own home, tenancy or under occupancy agreement arrangements; or to vulnerable adults in transition to supported living arrangements.

The Services may include the provision of personal care, personal support and housing support and may be provided in the person’s own homes, or in other places as required. Supported Living Services are registered as Care at Home and Housing Support services. The services are those linked to designated supported and sheltered accommodation for people who require support for up to 24 hours a day, 7 days a week to live independently in their own tenancy. They may also include visiting floating support services typically in excess of twenty hours per week provided to people typically with lesser needs living in mainstream accommodation in the community. Services may also include short term provision to individuals in transition for whom supported living options are deemed suitable. Providers will be encouraged to offer innovative and alternative ways of supporting people to achieve individual outcomes through affordable and effective service delivery mechanisms, and where appropriate the use of technological interventions.

Total quantity or scope of tender

There are currently 210 supported living units in Aberdeenshire; and seventy seven core services. The total value of services is in the region of £12 million.

3 Conditions for Participation

3.1

Minimum standards and qualification required

To gain entry to the Framework providers will need to evidence their suitability and competence and demonstrate their finance viability. The Council will disqualify from participation any Tenderers who:

a) meet any of the mandatory rejection factors specified in regulation 23(1) of the Public Contracts (Scotland) Regulations 2012 as amended (“the 2012 Regulations”)

b)fail to submit a completed Response to the ITT before the deadline stated in the Tender Timetable

c)fail to submit a correctly completed and signed Declaration

d)fail to meet the minimum standards of economic and financial standing specified below:

1. Tenders must commit that they already have in place or will put in place insurances to meet the minimum insurance levels required by the contract terms and conditions

2. Tenderers must be deemed to have sufficient financial standing to deliver the requirements of the Council as set out in this ITT. Financial viability will be assessed using the financial information provided in the Response; however, Tenderers should be prepared to submit copies of recently audited accounts if requested

e)fail to meet the minimum standards of professional ability and registration requirements

f) meet any of the relevant optional rejection factors specified in regulation 23(4) of the 2012 Regulations

Also the Council may disqualify any Tenderer who fails to provide a Response to any questions in the ITT or inadequately or incorrectly completes any question.
