Description of the goods or services required

Moray Community Health and Social Care Partnership provides support to adults within Moray and from time to time have requests to place service users in more bespoke surroundings that need to cater for their specific requirements. Quite often these placement requests are of an urgent need and require a service user to be moved quickly and with minimum disruption to the client. Currently Social Workers are responsible for researching the market to locate a suitable placement for the client and spot purchase the care required for the clients support plan. This process takes time and does not comply with the ethos of the Procurement (Scotland) Regulations 2012. We wish to introduce a framework contract that will cover a number of service and accommodation options with agreed quality of service levels, specific terms and conditions and a Council contract format that is used when we place an order from the framework.
