II.1.5)Short description of the contract or purchase(s)

The Belfast Health and Social Care Trust Estates Department (the Contracting Authority) wishes to establish four single-operator frameworks based on defined sectors in the Belfast region. The frameworks will include the provision of Mechanical / Plumbing Maintenance Works and Minor Mechanical / Plumbing Installation Works. The works may incorporate Mechanical / Plumbing Repairs, Installation of or alterations to LPHW Heating systems, Steam and Condensate systems, Plumbing Installations, DHW and cold water Systems, Ventilation systems, BMS systems, Mains Water systems, Boiler systems and include Building and Electrical works and other related Specialist Works. In addition to the four Economic Operators appointed to four sectors, a fifth operator will be appointed as a Reserve Economic Operator.
Economic Operators should note that the Contracting Authority shall also seek to appoint separate Framework Agreements with Building and Electrical Economic Operators. It shall be a condition of the Framework Agreement that Economic Operators shall have resources available to address any works required 24 hours per day and 365 days per year (including all weekends and all holiday periods).
For the purposes of the Framework Agreement works are defined as any Mechanical / Plumbing Maintenance Works and any Minor Mechanical / Plumbing Installation Works scheme with a cost of between 5,00 GBP and 50 000,00 GBP. Mechanical / Plumbing Maintenance Works and Minor Mechanical / Plumbing Installation Works may comprise Mechanical / Plumbing Repairs, Installation of or alterations to LPHW Heating systems, Steam and Condensate systems, Plumbing Installations, DHW and cold water Systems, Ventilation systems, BMS systems, Mains Water systems, Boiler systems and other related Specialist Works and Mechanical / Plumbing enabling works in advance of major capital works schemes.
The Contracting Authority is not under any obligation to make any Call-offs under the Frameworks. The Contracting Authority is not responsible for meeting any costs incurred by the Economic Operators should the quantity of Call-offs fall short of Economic Operators’ expectations. The Contracting Authority reserves the right at any time to procure similar or identical work outside the Frameworks.
It is expected that the Economic Operators shall adopt an integrated supply chain approach to managing the provision of the works.
The Framework shall be awarded for a period of three years. However at the discretion of the Contracting Authority the Framework may be extended by a period of up to 12 months beyond the initial 3 year term, the requirements for which will be notified in writing to the Economic Operator at the time.

II.2.1)Total quantity or scope:

The Contracting Authority wishes to appoint 1 Nr Economic Operator for each of the 4 Nr Trust Sectors and a reserve Economic Operator. The Contracting Authority will enter into a Framework Agreement with each of the 4 successful Economic Operators and the Reserve Economic Operator.
Sector 1 (Royal Group of Hospitals), the Economic Operator with the.
Sector 2 (Belfast City Hospital), the Economic Operator with the.
Sector 3 (Musgrave Park Hospital, Knockbracken Healthcare Park and South and East Belfast community),
Sector 4 (Mater hospital, Muckamore Abbey Hospital and North and West community).
Economic Operators will be appointed notionally to one sector, but could be required to carry out work in the other areas in accordance with the needs of the Contracting Authority.
The Reserve Economic Operator shall be available should any of the four allocated Economic Operators fail to meet the required standard of performance the Reserve Economic Operator shall be offered the commission.
The Contracting Authority may also choose to use Mini competitions to secure best value these shall be at the absolute discretion of the Contracting Authority and the Reserve Economic Operator shall be afforded the opportunity to participate in these competitions.
The Economic Operators shall enter into a Belfast Health and Social Care Trust Framework for the Provision of Mechanical Maintenance and Minor Mechanical works and other related Specialist Works utilising the PSA Schedule of Rates, Belfast Health and Social Care Trust Addendum Schedule of Rates and the GC/Works/7 (1999) Measured Term Contract Conditions of Contract. The Memorandum of Information and the Pre Qualification Questionnaire documents provide further information on the proposed requirements.

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
