APUC Ltd is seeking to appoint a sole Contractor for the supply of Periodicals to Higher and Further Education Institutions in Scotland and Northern Ireland and to other named institutions. The periodicals will be required in both print and electronic formats.

APUC Ltd is seeking to appoint a Contractor for The Supply of Periodicals predominantly to academic libraries in the HE and FE Institutions of Scotland and Northern Ireland. The Framework Agreement is available for use by other UK HE and FE institutions on agreement with the relevant purchasing consortia.

Where a consortium or other grouping of suppliers submits a bid, such consortia or grouping must nominate a lead organisation to deal with APUC Ltd on all matters relating to the Framework Agreement. All consortium members or grouping will be required to be jointly and severally liable in respect to the obligations and liabilities relating to the Framework Agreement.

Information and formalities necessary for evaluating if the requirements are met: Where a business is established and is required to have its accounts audited, the last two years audited accounts must be provided.
If a business is exempt from the audit requirement, the last two years annual accounts must be provided and certified by an independent Chartered Accountant or accompanied by a positive banker’s reference for the bidder;
If a business was recently set up and not audited, annual or endorsed accounts have been produced, unaudited or management accounts for the 3 months prior to the application date must be provided and certified by an independent Chartered Accountant or accompanied by a positive banker’s reference for the bidder;
If a business is part of a group, you will need to include similar accounts for the parent and ultimate holding companies.
Please attach one copy of your organisation’s audited accounts as instructed above in English and in UK Sterling together with details of any significant changes since the last year end.

In order to ensure that Tenderers can sustainably operate and not be exposed to undue risk during the period of Framework Agreement, the expected annual value of the Framework Agreement should be no greater than 33 % of the Tenderer’s annual turnover. Where bids are received from a consortium of companies the minimum turnover calculated, as defined above, will be applied to the whole consortia.

Tenderers must provide evidence of their ability to administer periodicals accounts of a minimum value of 1 000 000 GBP (one million pounds sterling) in a library environment within the previous three years. Tenderers should include details of accounts, with a minimum value of 70 % of subscriptions in electronic format.
The Institutions often have multi-site facilities. Tenderers must provide evidence to demonstrate experience with multi-site supply, to varying delivery addresses with multiple contacts within the previous three years. Tenderers should provide details of how they manage this requirement and store the necessary data.
