II.1.5)Short description of the contract or purchase(s)

The City of Bradford Metropolitan District Council, “the Council” is seeking experienced suppliers to appoint to a Framework Agreement (“Framework”) to provide the Council with a wide range of Office Consumables.
A variety of Goods are required under this Framework including Photocopying Paper, IT Consumables and General Office Stationery. Requirements have been categorised into three separate “Lots”.
This Framework is tendered in the following three separate Lots:
Lot 1 – Paper (Photocopying);
Lot 2 – IT Consumables (Printer Cartridges) and;
Lot 3 – General Office Stationery
The Council considers that this contract may be suitable for economic operators that are small and medium enterprises (SMEs). For the avoidance of doubt, the Council points out that no weight will be attached to whether or not an economic operator is an SME in selecting economic operators to submit tenders or in assessing the most economically advantageous tender.
Requests to participate may be submitted by a single candidate or a grouping of economic operators (consortia). In the event of a successful consortium bid, the Council may specify that the consortium takes a particular legal form and/or require that a single consortium member takes primary liability or that each member contracts on the basis of joint and several liability irrespective of the legal form adopted. Where a subsidiary is used, the ultimate parent company may be required to provide a guarantee in respect of the performance of the contract by the subsidiary.
It is anticipated that the arrangements will come into place in 2013 and will be for an initial two year period with the option to extend for a further 2 x 1 year periods subject to the Council still having need for the service and contractor performance.
The Framework will be advertised via YORtender www.yortender.co.uk and the Official Journal of the

European Union (OJEU) using the Open Tender route, therefore potential suppliers will need to submit an Invitation to Tender (ITT).
