Framework Agreement for provision of Property Consultancy Services across England, Wales and Scotland. Requirements are for Property Consultancy Services in the following areas for national coverage across England, Wales and Scotland: Town Planning, Property Development and Major Projects, Highways, Cumulo and General Business Rates and Heritage. In addition to the aforementioned Regional Property Consultancy services are also required.
The Framework will consist of 11 Lots. Please see further details under Information about lots. Network Rail will retain the option to extend the contract by a period of up to 12 months.

The preparation, submission and negotiation of planning applications for commercial property projects and/or railway operational schemes as required, including pre-application discussions and provision of planning application supporting material (inc. Design and Access Statements, Planning Statements, Environmental Impact Assessments), advice on legal agreements, condition discharge & modification;
To undertake Strategic Planning Assessments for alternative land uses of NR’s estate and delivery of all necessary consents;
To undertake planning policy assessments on emerging LDF/Structure Plan/Local Plans within England, Scotland and Wales and prepare and submit representations to protect and enhance NR’s estate; and
To provide expert witness advice and support for planning appeals, public enquiries, TWAs and DCOs where required.

To provide strategic transport assessment;
To undertake scheme design, option assessment and evaluation of designs for all proposed highway works (from initial concept through to detailed drawings as required);
To provide all supporting material to support proposed new works (including but not limited to the production of Transport Assessments, Design and Access Statements etc.);
To secure all necessary consents from Planning and Highways Authorities ,where instructed, including discussion on transportation issues with other agencies and bodies (in particular the Highways Agency, TfL etc.);

1)Short description:

General Advice: Adhoc advice to any Network Rail personnel (or contractors), where necessary, to advise on the correct approach to minimise business rates costs. General briefings and updates on rates matters given to Groups or individual Teams.
General Rates Appeals: General appeals against individual rating assessments contained in the Rating List. In the main, the appealed properties comprise instructions by Commercial Estate as well as office occupations under the control of Workplace Management , advertising sites situate on land let to third parties or on disused infrastructure and operational sites.
Specific Projects — Cumulo Negotiations, General Advice: Every 5 years the amount NR pays under its Cumulo is reviewed by the VOA. We would require the supplier to have an in depth knowledge of how this works and would instruct them to negotiate this on our behalf. The Supplier shall also advice when considering rate liability on a development.
Deletion Of Assessments — Transfer To Cumulo Or Demolition Due To Redevelopment: A Network Rail acquisition and/or change of circumstance/use of a property may lead to a change in rating status particularly if the property is to be used for ‘railway purposes’. In certain circumstances NR are able to secure deletion from Local List and incorporation into its Cumulo. We would instruct a supplier to advise and undertake this.
Properties taken back by NR for future development schemes can also be incorporated into Cumulo where there is physical possession by Network Rail. Alternatively, the assessment may be deleted if works are being undertaken to the property which will result in its demolition or conversion to infrastructure use. Again we would instruct a supplier to advise and undertake this.
The Supplier must be fully aware of all relevant legislation.
Historic Rate Audits: Review, identification and refund of rates paid by Network Rail. Secure the rates overpayments from individual Billing Authorities and report back as instructed on any rebate allocated or due.
Undertaking formal rating valuations when instructed.

To provide specialist heritage support and advice in the development of NR projects which involve the use of heritage assets (e.g. listed buildings, conservation areas, SAM’S etc.) in order to inform and guide its design;
To undertake and prepare conservation area appraisals, conservation and management plans and all other surveys as well as supporting information required to guide development, including archaeological investigations;
To prepare, submit and negotiate all listed building and conservation area consents as required together with all supporting material;
To liaise with local authority conservation officers and national heritage organizations (English Heritage, Historic Scotland and Cadw);
To provide expert witness advice and support for planning appeals, public enquiries, TWAs and DCOs where required;
To advise NR on proposed spot listing requests for buildings and structures on the railway estate.
