II.1.5)Short description of the contract or purchase(s)

This Framework is reserved for supported factories and businesses as defined in regulation 7 of the Public Contracts (Scotland) Regulations 2006 (Article 19 of Directive 2004/18/EC).
The Scottish Ministers acting through Scottish Procurement is establishing a framework agreement for use by Scottish public sector bodies.
There is a requirement to provide the following products/services under the Framework:
Lot 1 – furniture and associated products.
Lot 2 – document management.
Lot 3 – textiles / personal protective equipment (PPE).
Lot 4 – signage.
The framework is expected to be awarded by September 2012. The duration of the framework will be 2 years with options to extend (at the Authority’s discretion) for a further 2 years (in 12 month stages).

Description of particular conditions: The Scottish Government wishes to ensure that supported factories and supported businesses benefit from this opportunity to the maximum extent possible. Therefore, if it is proposed to enter into a consortium and/or use sub-contractors for the purposes of performing elements of the contract, the successful bidder will need to demonstrate how the consortium and such sub-contractors meet the definition of a supported factory or supported business (as defined in regulation 7 of the Public Contracts (Scotland) Regulations 2006 and Article 19 of Directive 2004/18/EC).
