Description of the goods or services required

The contract will be under the SBCC Minor Works Building Contract for use in Scotland (Nov 2011) and the full scope of works is included within the Invitation to Tender document attached to this advert as Additional Documents. The following gives a brief indication of the types of work involved and the draft estimated programme:

Repair works required

– All identified areas of the building affected by water ingress, including but not exclusively, the disabled access area and the glass block (glass brick) tower elevation at the west of the building.

– Identified roof coverings

– Identified cladding

– Identified windows

– Identified internal drainage

– Identified external drainage

– Identified damage to autoclave room floor

Replacement works required

– Identified Plantroom louvers

Enhancement works required

– Building Energy Management Controls system, including but not exclusively controls to heating, cooling, ventilation and Tissue Services and Bone Bank freezer capacity

It should be noted that some of the repair, replacement and enhancement works will need to be undertaken outwith normal working hours and as previously noted it is essential that there will be no disruption to critical SNBTS business as a consequence of planning, undertaking, testing and commissioning works.

3 Conditions for Participation


Minimum standards and qualification required

In particular, demonstrable experience of the following will be necessary:

– Previous experience of work within similar facilities which complied with specific requirements of key regulatory authorities, especially the MHRA and cognisance of regulatory, professional and governmental requirements for the undertaking construction work within a GMP compliant facility.

– Concept and scheme planning in a manner to enable ongoing SNBTS and co-located hospital laboratory functions business to continue unhindered throughout

– Experience of working in successful partnership with client and client’s staff side representatives

– Demonstration of capacity to deliver the required outcomes of the contract within the fixed budget available

– Demonstration of capacity, technical capability and organisational infrastructure to deliver the contracted service

– A fully completed and acceptable to NHS NSS, PQQ response.

– Only those companies who are regarded as having satisfactorily fully completed the PQQ and have attained an appropriate selection score following evaluation of the PQQs by NSS will have their tender submission considered.

Additional Information

NHS National Services Scotland (NSS) invites tender submissions along with completed pre-qualification questionnaire from suitably qualified companies, for the provision of several Minor Works within the Scottish National Blood Transfusion Service (SNBTS) premises at Gartnavel Hospital complex, 28 Shelley Road, Glasgow G12 0XB.

The Scottish National Blood Transfusion Service (SNBTS) is a division of NHS National Services Scotland (NSS). Accountable to the Scottish Government, NSS works at the very heart of the health service, providing national support services and expert advice to NHS Scotland. It also plays an active and crucial role in the delivery of effective healthcare to patients and the public.

SNBTS is the specialist provider of transfusion medicine in Scotland supplying high quality blood, tissues, cells and services. They work with communities, hospitals and professionals to ensure that the donor’s gift is used wisely and effectively for the benefit of patients.

SNBTS key priority is to ensure that NHS Scotland has enough blood to meet the transfusion needs of patients in Scotland. It is SNBTS responsibility to make sure that blood, tissues and cells are available when patients need them.

The premises at Gartnavel were constructed in 2001 occupies five levels including the rooftop plantroom.

The premises will be in full 24 hour, 7 days per week operation throughout the period of the minor works programme and will require to remain fully operational and unhindered throughout. The facility and its operations are regulated and licensed by The Medicines and Healthcare products Regulatory Agency (MHRA) and therefore operate within strict regulatory guidelines.

The SNBTS premises include, amongst others, the following functions essential to the operation of SNBTS and the wider NHS Scotland:

– Blood Processing & Testing, Storage and Distribution;

– Tissues and Cells Storage and Distribution;

– Laboratory functions associated with the above operations;

– R&D Laboratories

– Blood Donor Administration

– Stores

– Logistics, including Transport access / egress

– Administrative functions

– All necessary associated plant and equipment

The premises also adjoin and are physically linked to NHS Greater Glasgow and Clyde, Gartnavel Hospital Laboratory block. That building will also remain in full unhindered operation throughout the period of the works.

Companies wishing to be considered must have relevant experience and specific technical capability and expertise in undertaking works within similar pharmaceutical manufacturing and research facilities.

The successful contractor will be working within an operational pharmaceutical manufacturing facility, compliant with the requirements of the Eudralex Volume 4 – EEC Guide to Good Manufacturing Practice (GMP) Guidelines; Good Laboratory Practice (GLP) and other relevant guidelines (eg The International Society for Pharmaceutical Engineers- ISPE).

Draft Programme – Contractors Work Period – 12 Weeks

– Mobilisation – from 30 July 2012 until 10 August 2012

– Works – from 13 August 2012 until 19 October 2012

– Practical Completion date – 19 October 2012

There will be an initial selection process based on the evaluation and scoring by NSS of submitted Pre Qualification Questionnaires and thereafter those companies who have attained an appropriate selection score base on their PQQ will have their tender submission evaluated and scored in relation to potential contract award.

A maximum of eight contractors derived from the top scoring PQQ’s will have their tender offer considered. All contractors to whom’s offer is not being taken forward for consideration will be notified.

A maximum of four contractors who have their tender submissions considered will be inlisted for interview and further clarification meetings, prior to a preferred contractor being selected.

With regards to site visits to assist with the compilation of your tender response will be limited to one visit per company. Limited tyo a maximum of two personnel per company and must follow the ccriteria below:

1) Visit requests must be made via PCS portal and lodged between- 7th June 2012 and 15th June 2012.

2) Visits will be arranged between 18th June 2012 and 22nd june 2012.

3) Due to the nature of the facility, access is controlled and restricted.
