London Borough of Havering (LBH) will from October 2012 manage a stock consisting of 10,194 tenanted homes and 2,224 leasehold properties.
London Borough of Havering is looking to procure suitably qualified organisations via a framework agreement for the planned replacement of gas fired boilers and other heating appliances, together with the planned renewal/installation of wet central heating distribution systems including radiators, pumps, motorised valves, radiator valves and the like to the property.
It is anticipated that approximately 800 installations per year and 200 ad hoc replacements will be undertaken. London Borough of Havering is looking to appoint 3 organisations to the Framework, with a rotational call off system based on phases of approximately 500 000 GBP being used. The order of call off will be the most economical advantageous tender first, followed by the second then third in a repeating cycle. However, in order to maintain continuity, LBH may call off the second and subsequent phases before completion of the previous phase. If an Organisation fails to comply with the framework or underlying contract terms including KPIs then it may be suspended from one or more rounds of call-offs or excluded from the framework.
The works fall within the following grouping:
— Boiler replacement only (including the upgrade of controls to Part L),
— Installation of new or upgrade of existing full Central heating system.
All of these works will be carried out according to industry standards/legislation and best practice. It will be requisite that all systems will be fully flushed and inhibited to ensure maximum lifecycle in accordance with manufacturers’ instructions. TUPE may apply to this contract, but London Borough of Havering is not able to provide any further information at this stage. Applicant organisations will need to take their own legal advice on TUPE should they be shortlisted to the ITT stage.
