Homes for Haringey Ltd is an arms length management organisation wholly owned by the London Borough of Haringey and manages more than 21,000 tenanted and leasehold council owned properties. The Contract involves undertaking gas servicing, responsive repairs and boiler replacements to domestic and commercial heating appliances and heating systems.

II.2.1)Total quantity or scope:

The overall value is approximately £6.2 million per annum over a 4 year period with the potential to extend the Contract by 2 separate one year extensions. The Contract shall comprise the following:
i) Annual gas appliance servicing and routine safety check inspection and testing for domestic and communal (“commercial”) boilers;
ii) Responsive repairs to gas appliances for all properties 24 hours a day and 365 days per year and out of hours attendance on all breakdowns with a 24 hour 365 days a year emergency call out cover;
iii) Providing and operating a 24 hours a day and 365 days a year dedicated telephone number for direct contact by HFH’s residents concerning servicing and breakdown call outs. This is to cover both normal and out of hours calls. Out of hours and emergency calls will result in, as a minimum, “making safe” and, if possible, an immediate fix;
iv) The Contract shall also require contractors to provide for installation works. Installation works shall cover planned preventative maintenance on current Council owned installations, the supply, installation and upgrading of boilers, radiators and heating systems including the mechanical and / or electrical services required to complete any repair / installation / upgrade;
v) The Contract will also include the works comprising alternative and renewable energy sources and systems (heat pumps, biomass, solar thermal and photovoltaic domestic installations);
vi) The servicing and installation of smoke alarms.

1)Short description

This Lot shares the common duty of delivering statutory gas safety certification, responsive repairs, planned preventative maintenance, responsive replacement of appliances and systems, planned replacement of appliances and systems. Area East comprises the geographical areas of North Tottenham; South Tottenham and the Broadwater Farm housing estate (excluding the Kenley and Northolt blocks). This Lot comprises general needs housing of diverse style, including scattered properties, semi-detached, link terraces, low-and high-rise accommodation up to and including 14 habitable floors. The stock in its entirety is served by individual domestic gas-fired central heating and hot water systems.

1)Short description

This Lot shares the common duty of delivering statutory gas safety certification, responsive repairs, planned preventative maintenance, responsive replacement of appliances and systems, planned replacement of appliances and systems. Area West comprises the geographical areas of Hornsey and Wood Green and the Supported Housing stock. This Lot comprises general needs housing of diverse style, including scattered properties, semi-detached, link terraces, low-and high-rise accommodation up to and including 14 habitable floors. The General Needs stock is served by individual domestic gas-fired central heating and hot water systems with the exception of a single site; Garton House, N8 which has a commercially rated communal gas-fired heating and hot water system.
The Supported stock comprises a mix of scattered properties with individual gas systems and low-rise accommodation blocks with communal heating systems.

1)The Contracting authority is Homes for Haringey Ltd which has responsibility for day-to-day management and control of the London Borough of Haringey’s housing stock.
2) The selection process will have a balanced weighting between quality and price as detailed in the tender documents.
3) The Contracting Authority has a duty to deliver Best Value and Performance Improvement in accordance with the UK-Local Government Act 1999 and the UK Audit Commission Act 1988. The requirements under these 2 UK Acts have been considered and reflected in the Contracting Authority’s tender evaluation criteria and weightings.
4) Applicants are advised that TUPE may apply to the existing employees engaged on the current contracts; relevant details will be included within the tender.
