Islington Council has set up an in-house repairs team to carry out repairs and maintenance to our housing stock. Staff in the in-house repairs team are employed directly by Islington Council. Islington has a housing stock of approximately 28 800 properties of which approximately 7 500 are leaseholder/Tenant Managed Organisations/Co-operatives. The in-house repairs and maintenance teams require support from external general build contractors, with multi-skilled tradespeople in delivering a first-class repairs and maintenance service to its residents. Leaseholders who may be required to pay towards part of any repairs and maintenance costs have been consulted.
The responsive General Build Repairs and Maintenance works include day-to-day, emergency and routine repairs, out of hours emergency and urgent repairs, legal repair works and general maintenance and improvements to our residential buildings and estates. Leaseholders may need to contribute to the cost of repairs, maintenance or improvements, through the block and/or estate repairs element of their annual service charge. The Schedule of Rates details the costs of types of work carried out and are essential to ensure an accurate and timely recharge to leaseholders.
For the purpose of the General Build Repairs and Maintenance package the borough will be divided into three geographical areas: central, north, and south. 3 successful bidders (contractors) will be allocated to 1 area each (a primary area); each contractor will also become the standby contractor (secondary and tertiary) for each of the other areas. For example — contractor ‘A’ will be the primary contractor for the north area; they will also be the secondary in the central area and tertiary in the south
The aim is to support the in-house teams in providing an efficient and effective service to our residents and ensure the Council’s housing stock is maintained in good order of repair. This will include basic repairs, improvements, maintenance or minor adaptations and the ability to respond to urgent matters. Examples of work which may be carried out under the proposed agreements include, but are not limited to: Carpentry, Plumbing, Plastering, Painting Metal work (including welding), Glazing, Joinery, UPVC (doors and windows), Vinyl floor laying, Groundwork, Brickwork, Dig up,s Environmental cleans, Securing (sitex doors and windows), Damp Proof Courses (injections). The Council is looking to appoint a total of 3 general build contractors to carry out multi-trade repairs and maintenance works to Islington Council housing stock.
TUPE (Transfer of Undertakings (Protection of Employment) Regulations) Potential providers must be aware that TUPE may or may not apply to this service. Further details will be available in the Invitation to Tender (ITT).
The contract period will be for 24 months from estimated start date 18.1.2016. There will be an option to extend for 24 months. The contract length is therefore up to a maximum of 48 months including the extension. Any extension will be subject to satisfactory performance and future support requirements.
The estimated annual value of these advertised contracts is 1 500 000 GBP combined for all 3 appointed providers. The estimated overall total aggregate value of these advertised contracts is therefore 6 000 000 GBP (1 500 000 GBP per year x 4 years). There are no guaranteed volumes of work as this is based on demand.

3 successful bidders (contractors) will be allocated to 1 area each (a primary area); each contractor will also become the standby contractor (secondary and tertiary) for each of the other areas. For example — contractor ‘A’ will be the primary contractor for the north area; they will also be the secondary in the central area and tertiary in the south.
Each of the 3 appointed contractors will be allocated work within their primary area, however if they do not commence works within the agreed time period, refuse or are unable to commence the work it may be given to the secondary or tertiary contractor.
To ensure all residents and leaseholders receive an equal service and price the areas assigned will rotate every 4 months so the primary contractor for the north area will become the primary contractor for the central area and the primary contractor the central area will become the primary contractor for the south area and so forth.
