Abertawe Bro Morgannwg University Health Board (ABMU) have a requirement to award contracts for the provision of high quality NHS dental services to be delivered in primary care settings for patients across the three localities of Swansea, Neath Port Talbot and Bridgend.

Contracts would be offered under the terms of the NHS (General Dental Services Contracts) (Wales) Regulations 2006. Providers must therefore meet all the legal requirements of the General Dental Services (GDS) contract and have recent demonstrable experience of successful delivery of NHS dental services.

The need for commissioning additional NHS dental services has arisen following the Heath Boards consideration of the document NHS Primary Dental Care Provision in Wales: Exploring current service use and the distribution of services in relation to need (Public Health Wales & Cardiff University) June 2011 and the resignation of a contract in Bridgend locality area. The Health Board is therefore seeking to commission activity in a number of areas across the localities and therefore the location of services to be provided has been specified.

The Unit of Dental Activity (UDA) value for all of the following contracts is based on the common Health Board rate of £22.50. Some of the UDA volumes have been finalised but others will be confirmed in an addendum next week

Sketty/Uplands

There will be an ABMU HB contract for the provision of UDAs in this area. The contract value for this service is to be confirmed

Swansea City Centre

The ABMU is exploring the scope to invest further in provision of UDAs in this area. The contract value for this service is to be confirmed.

Pontardawe

There will be an ABMU HB contract for the provision of UDAs in this area. The contract value for this service is to be confirmed.

The Health Board would like to see consideration given to a multi-disciplinary approach to delivering this activity in an area that has been without NHS dental services for a considerable period of time.

Coedffranc

Gwaun Cae Gurwen/Lower Brynamman/Ystalyfera

Sandfields East/West

The ABMU is exploring the scope to invest further in provision of UDAs in this area. The contract value for these services is to be confirmed

Upper Llynfi Valley

There will be an ABMU HB contract for the provision of UDAs in this area. The contract value for this service is to be confirmed

Valley Mouth

There will be an ABMU HB contract for the provision of UDAs in this area. The contract value for this service is to be confirmed

Intermediate Oral Surgery

In addition, the Health Board is seeking to issue one or more PDS Agreement/s to the total value of £150,000 for the provision of a specialist oral surgery service to provide more complex dental extractions under local anaesthetic and/or conscious sedation. It is anticipated that this new service model will streamline the patient pathway diverting patients who may have previously been referred to secondary care into a primary/community led service.

Orthodontic Services

The Health Board is seeking to commission orthodontic activity. The total value of the contract will be between £60,000 and £80,000. This will replace a service that was previously delivered in the Neath Port Talbot area.

 

The procurement method will be by invitation to tender and expressions of interest are being sought.

A meeting will be arranged for any interested parties and presentations will be made to clarify the process and provide details about the contract values in each area.
