Geographic Intelligence (GI) can be a key factor in successful decision making within any Local Authority, however within Essex County Council, Geographic Intelligence:
— Is poorly understood and not well publicised
— Does not provide value for money
— Lacks a coherent model for support
— Is fragmented across many service areas
The vision of the GIS Upgrade Project is to transform the situation to one where:
‘Essex County Council is a model authority delivering a modern, fully integrated and scalable geographic intelligence service that provides business-led solutions for efficient planning and delivery of improved services to customers, partners, communities and other stakeholders’.
Essex County Council are seeking to procure a Geographic Intelligence (GI) platform to replace its current Oracle Spatial ‘ViewEssex’ platform. The GI platform will be re-usable and scalable to meet current and future Essex County Council Business requirements. The users of the contract will be potentially all Essex County Council Officers, partner organisations such as other Local Authorities and the public via the Essex County Council Website. The platform will provide the capability for Essex County Council partners to share data with us. If partners need licences for specific datasets, or for software to access the datasets they will be responsible for ensuring the appropriate licences are in place.
The Authority will consider the Public Services (Social Value) Act 2012 requirements during this procurement exercise and as part of the resulting contract.
The proposed contract is for a period of three years with an option to extend for up to a further one year.
The Authority will be holding a Bidders conference on Tuesday 16.3.2013 in Chelmsford. Spaces will be restricted to 2 attendees per Bidder. Please send an e-mail via the Procurement portal detailing who will attend and their full contact details prior to the event.

The supplier portal will be used throughout the procurement process, and all communications with Essex County Council relating to this procurement exercise must be via the supplier portal. The supplier portal has instructions on how to use the system and access the information as well as a helpdesk to assist Bidders.
Essex County Council reserves the right to amend timescales, and change the evaluation criteria if there are genuine omissions or mistakes. We also reserve the right to reduce the number of bidders throughout the Procurement Process. Essex County Council reserves the right to cancel the procurement exercise and/or not to award all or part of a contract. Essex County Council will not be responsible for any costs incurred by suppliers in relation to this procurement exercise.
Suppliers are advised that Essex County Council is subject to the Freedom of Information Act 2000 (FOIA)
and the Environmental Information Regulations 2004 (EIR). If a supplier considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, clearly identify the specific information it does not wish to be disclosed and clearly specify the reasons for its sensitivity.
Essex County Council shall take such statements into consideration in the event that it receives a request pursuant to FOIA or EIR which relates to the information provided by a Supplier. However, if the information is requested Essex County Council may be obliged under FOIA and/or EIR to disclose such information, irrespective of the supplier’s wishes. Please note that it is not sufficient to include a statement of confidentiality encompassing all the information provided in the response.
