Objective criteria for choosing the limited number of candidates: Companies wishing to express interest who are not already pre-qualified with D&I Service (previously TEC Services) for Works of this nature, should complete and return the PQQ as instructed. ALL companies expressing interest MUST also submit the ‘Details of Works Experience’ form and return to Tracy Clarke by email (tracy.clarke@highland.gov.uk) before noon 28.8.2015. Failure to do so will result in exclusion from the Select List of Applicants — both forms are attached as Additional Documentation to this advertisement. The restricted number of companies (normally between 5 and 8) will then be invited to tender on the basis of PQQ score, plus measures of proven recent experience of works of this nature, capability and financial factors — in accordance with the Scoring Matrix as attached as Additional Documentation. The form of Contract will be NEC3 ECC Option B. The Applicants are expected to have experience with the NEC3 EC forms of contract. The contract will include Community Benefits Clauses. The contract award will be based on the lowest tender assessment price.

The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Commencement Date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Public Contracts Scotland procurement portal (www.publiccontractsscotland.gov.uk) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
To be in accordance with the Client Based Approach by the National Skills Academy for Construction and the Employment Skills Strategy for this project will be as Section 4.0 (Infrastructure) band 2. Benchmarks for: Work Placement (16yr+); Construction Curriculum Support Activities; Apprentice Starts; Existing Apprentices; Jobs Created on Construction Project; S/NVQ Starts for Subcontractors; S/NVQ Completions for Subcontractors; Training Plans for Subcontractors; Supervisor Training for Subcontractors; Leadership and Management Training for Subcontractors; Advanced Health and Safety Training for Subcontractors.
