The service will also seek to act as advocate for the client, signposting to or working with appropriate agencies where the client is experiencing difficulties that could affect their independence. The service will not provide personal or nursing care services. The selected provider will actively recruit volunteers to act as volunteer befrienders.
The contract will be awarded for a 4 year period, with two 12 month extensions, subject to agreement and the performance of the service provider.

Service users will be vulnerable adults living who:
a) may become socially isolated or a risk to themselves or others if they do not receive befriending support.
b) Whose independence is greatly reduced because they are ill or have physical, mental or emotional difficulties.
c) have social or emotional problems caused by such factors as a major upheaval in their life, substance addiction, isolation or a lack of stimulation.
d) require support to maintain living independently and whose ability to maintain independence will be increased through the provision of low level befriending support.
e) have little or reduced social contact and are at risk of becoming socially isolated or losing their independence due to the their circumstances, (this could include Caring duties, lack of mobility, poverty, living environment, living alone, declining health etc).
The service provider must be available to receive referrals by telephone or email Monday – Friday (09:00 – 16:00), except on bank holidays and public holidays, and by email at all other times.
Estimated value excluding VAT:
Range: between 550 000 and 600 000 GBP
