The aim of the Media Buying framework is to provide Public Sector customers with access to a fully integrated implementational approach; utilising existing media / channel plans to purchase media space both nationally and internationally and across a range of different
channels including cross platforms.
Public Sector customers include Central Government departments as well as Wider Public Sector organisations.
Example channels include but are not limited to the following:
– TV, radio and cinema spot buying;
– press space;
– Out-of-home (including interactive formats);
– Ambient;
– Digital;
– Mobile / Tablet / Text etc;
– Gaming and in-game advertising;
– Email;
– Emerging channels;
– Direct Marketing (DM);
– Partnerships (Media and content).
Examples of types of media may include:
Media sponsorships (paid for);
Media partnerships (paid for);
Blogging/ Vlogging;
Digital micrositres;
Word of mouth, content seeding, virals;
Video on demand (VOD) / Online video advertising;
AFP (Advertising funded programme);
Product Placement;
Affiliate / Paid-for search marketing / Click to call;
Digital display advertising;
Paid-for social media advertising / other biddable formats;
Inserts / Door Drop;
Second Screen;
Other emerging media.
Likely audiences include all socio-economic groups, including:
International / National / Regional / Local;

It is envisaged that a single supplier will be required to provide all of the above.
Government Procurement Service is looking to commence a new procurement activity for the existing Media Buying requirements, with an anticipated award date of March 2014.
Prior to this, Government Procurement Service is proposing to undertake market engagement with suitable suppliers (as defined below). The purpose of this PIN is to identify suitable suppliers and encourage them to make contact with Government Procurement Service.
Suitable suppliers are defined as those with the capability and capacity to provide ALL of the services detailed in this section (II.3) with an anticipated annual value of 100 million GBP – 150 million GBP.
Suitable suppliers should email , stating “Media Buying PIN” in the subject box and provide the following information:

6. Organisation website link;
7. Organisation turnover.
This must be done by Tuesday 9th July at 3 pm. Suppliers who respond after this date may not be included in the market engagement process.
Market engagement will then be initiated with suitable suppliers prior to the proposed procurement exercise.
