Description
This Notice launches the competition for the provision of Homicide Service in England and Wales. The requirement is for an initial two year period with the option to extend for up to a further two year period. This single grant will be to provide for homicide support for those bereaved by murder and manslaughter in England and Wales. Current funding provision by the MoJ has involved separate funding and support arrangements for bereavement prior to and post 2010. The new single grant award will have one set of funding which will be inclusive of those bereaved both pre and post 2010. The services provided will include:
– Caseworker Support
– Peer Support
– Advocacy
– Specialist Therapy
– Online Digital Platform for Peer-to-Peer Support
The award criteria will be based in the best value for money. Potential providers will be bidding for a single service covering England and Wales and the grant will be awarded to a single or lead organisation or consortia. Variant bids will not be permitted.

1. TYPE OF PROCEDURE:
The service required will be funded by award of a grant and is subject to Cabinet Office Best Practice Guidelines. The Authority is not obliged to comply with the full requirements of the Public Contract Regulations but the Authority will conduct a process similar to the competitive procedure and will comply with its obligations of equal treatment, transparency, non-discrimination and proportionality at all times during the competition.
2. OBJECTIVE CRITERIA FOR CHOOSING THE NUMBER OF CANDIDATES:
All bids will be evaluated, however, where bidders do not meet the minimum criteria identified within the bid documents, they will be excluded from the competition.
3. ECONOMIC AND FINANCIAL ASSESSMENT
Economic and financial assessment will form part of the evaluation process. Should the criteria not be met, the Authority will exclude Potential Providers from the process. Further details of the Authority’s approach are set out in the bid documents.
4. REGISTRATION
The Authority will be performing events through its e-Sourcing portal known as Bravo. All bidders should follow the instructions below to express an interest in this tender:
