The University is seeking to establish a contract with a contractor to help support the delivery of on-brand communications that bring cohesion across the University’s complex structure, clearly communicates its cores values and unique proposition, and successfully engages key internal and external stakeholders.
This graphic design, content production and campaign management contract is for multiple University projects, which can vary in size and scope depending on business area and geographic location. Design and content production for print and digital outputs as well as campaign planning, management and evaluation will be required from the contractor.
It is not possible to accurately predict the amount of work that will be required for this contract or define a schedule of when it is required. The services will be ad hoc as and when required by the University. There is no guarantee of the volume, type or value of work to be commissioned throughout the duration of this contract.

The contract will be for two (2) years initially, with an option to extend for any periods up to and including twenty four (24) months.

This is an accelerated procedure in accordance with Reg.27(5) of the Public Contracts Regulations 2015 as the University renders the time limit stated in Reg.27(2) impracticable. Graphic Design, Content Production and Campaign Management Framework 2019/S 097-235760 and Graphic Design, Content Production and Campaign Management Contract 2019/S 129-316704 were previously tendered and discontinued.

Royal Courts of Justice, Chichester Street
The University will incorporate a minimum 10 calendar days standstill period at the point information on award of the contract is communicated to all economic operators. The standstill period provides time for unsuccessful economic operators to challenge the award decision before the contract(s) is entered into. The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (Northern Ireland).
