II.1.5)Short description of the contract or purchase(s)

Natural Resources Wales (NRW) intend to award a framework agreement for the supply of graphic design and print services in the areas of brand development, graphic panels, publications and event and display materials.
This work covers a range of items and has been split into 4 different lots:
Lot 1 – Brand Development
Support the continued development and visual presentation of the NRW brand and identity. We currently have preliminary brand guidelines that include logo and its details, formats and grid systems, typography and colour, and supergraphic. However, we need this to be developed further, within the parameters of the brand guidelines, which will be provided to suppliers.
Brand work will be done in conjunction with the Communications team and will be awarded on ranking.
Lot 2 – Graphic Panels
Outdoor information and interpretation materials. This includes interpretation panels, mapping and illustration, to be shared with any other lots when needed. We anticipate recreation, education and some community projects to require panels in the coming year, with a phased delivery over the four year term.
This work will be awarded on ranking.
Lot 3 – Publications
To include, but not limited to: leaflets, advertisements, newsletters, reports, brochures, etc. This includes any mapping and illustrations required for projects, to be shared with any other lots when needed. We will provide the content for these projects and require the supplier to provide on brand, bilingual publications.
This work will be awarded on ranking when up to a value of 20k GBP. Any projects over 20k GBP will be determined through a mini competition, with possible opportunities for more than one supplier working together on a project.
Lot 4 – Event and display materials
Stand design, staging and materials for events, as well as display materials such as pull-ups, banners, nomadic design and creation. We anticipate possible presence at national and local events such as the Royal Welsh Show and Eisteddfod (both to be confirmed) and would require displays, stand design and materials for these events. NRW staff would work with the suppliers to ensure the projects are delivered according to business objectives and plans and be reflective of our values and identity.
This work will be awarded on ranking.
Work can be subcontracted if suppliers cannot provide additional material requested (i.e. merchandise).
Where there is a need to produce work for the same project cutting across several lots, NRW will run a mini competition across all or any of the lots where we deem it necessary.
NRW reserves the right to own copyright and commissioned work has to be provided within timescales outlined in each project. We will retain copyright and Intellectual Property rights and this is non-negotiable.

The total value of this framework agreement over the entire period including any extension options will be in the region of 1million-2million GBP subject to budget constraints, we envisage this figure to be spread evenly across all the lots but it may be that the final spend figure could be either significantly less, or significantly more than this figure, which has been estimated using previous spend data.
It is anticipated that the framework agreement will commence in April 2014 for an initial period of two years with the possibility of extension for up to two further years (2+1+1).

We will be awarding a framework agreement for the supply of graphic design and print services in the areas of brand development, graphic panels, publications and event and display materials.
Our intention is to award this framework agreement for a period of 2 years.
We intend to accept up to 4 suppliers on each of the 4 lots on this Framework Agreement, although we reserve the right to take a more appropriate number where necessary.
Print and production will be the responsibility of the successful graphic design companies.
This work may be commissioned by any member of staff working in Natural Resources Wales (NRW) and may be delivered to any NRW location.
There will be an option to extend the framework agreement by up to a further 2 years in total (2+1+1).
The decision on whether to use the break points or any or all of the extension options available will be at our discretion and we will base it on the following factors:
Performance and budget availability.
