GMCA wants an education, skills and employment support system that works for everyone, as set out in the priorities within Greater Manchester Strategy (GMS):
— Young people equipped for life and work,
— Good jobs with opportunities for people to progress and develop,
— A thriving and productive economy in all parts of the city-region.
GMCA expects providers to develop a place-based curriculum offer and wrap-around support with a clear focus on learner progression to further learning or employment.
The Lots are split as follows:
Lot 1

Contract Values: Min 1 000 000 GBP to max 5 000 000 GBP
Lot 2
Indicative Lot value: 3 000 000 GBP per year
Geography: No geographical requirement (but must support GM residents)
Contract Values: Min 150 000 GBP to max 1 000 000 GBP
GMCA’s intention is that contracts awarded from this procurement will be on a 1+1+1 basis until 2021/22 funding stream.

Lot 1 contracts will deliver provision that responds to individuals as set out above, and will encompass all eligible provision delivered as part of the statutory and policy entitlements, as well as regulated and non-regulated learning, as outlined in Section 7 above and in Annex 2. Contracts will be GM-wide, meaning that all GM residents should be able to access provision, and that the provider must ensure accessibility of learning across GM, taking into account reasonable travel to learn patterns.
Bidders should note that GMCA will ensure that coverage across all of GM, in relation to geography, sectors and mix and balance of provision, is appropriate and will take this into account when evaluating tenders.

Feedback from consultations has highlighted the importance of ensuring that AEB provision caters for learners who need additional, bespoke person-centred learning support. Therefore, Lot 2 is for organisations who are interested in bidding for services that provide targeted, specialist interventions for specific groups of learners and / or learners from particular communities across GM.
Designed as a category to support innovation and risk sharing between purchaser and provider, contracts awarded under Lot 2 should deliver highly responsive provision that is targeted and specific to a range of learner needs that require more flexibility and intensity to deliver the main principles of AEB.
GMCA is keen to ensure that providers who deliver targeted, intensive and innovative provision to specific cohorts and / or in specific communities can deliver flexible provision or delivery models, either by bidding alone or in collaboration with other organisations.
