Oldham Council on behalf of the Greater Manchester Combined Authority is pleased to announce the procurement of an extension to the Greater Manchester Youth Contract to provide additional support to unemployed young people across the region.
This is a contract for providing welfare to work services in the Greater Manchester area to get young people (18-24) who are 6 months unemployed into work. This is a pilot project funded by the Department for Work and Pensions under the Youth Contract.
The successful supplier will be required to provide a service across all 10 Local Authority areas of Greater Manchester: Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford and Wigan.  The supplier will take all referrals of 18-24 Jobseekers Allowance (JSA) and Universal Credit (UC) claimants referred from Jobcentre Plus.  These claimants will be 6 months claiming JSA or UC – at Month 9 these claimants will refer to the Work Programme.
It is expected that the project will attract ESF matched funding so the successful supplier would have an ESF-compliant, scalable service
Quantity or Scope of the Contract:
·         2500 participants supported
·         1250 participants placed into work
·         900 participants placed into sustained work (26 out of 32 weeks)
This contract will be rewarded on a payment by results model:
Estimated Range Excluding VAT: £3-6M
The PQQ and contract notice is expected to be on the Chest website https:/thechest.nwce.gov.ukby Monday 31st March 2014 and OJEU at the same time.  Interested lead organisations are encouraged to register on the Chest to ensure they are able to take advantage of this opportunity.
As part of the procurement process Oldham Council will be hosting a supplier event.  This is an opportunity for both potential lead contractors and those interested in being part of the supply chain to meet and to ask questions to Procurement.
This event will take place on Friday April 4th between 1 and 3 pm at The Hive, 51 Lever Street, Manchester M1 1FN.
