This briefing relates to a market consultation from which a procurement strategy may be developed to assist West Sussex County Council in its ambition to use a new government initiative to help improve the energy efficiency of properties and premises, including the use of renewables, in the county.
Green Deal is an innovative scheme led by the government to allow households, landlords and businesses to invest in energy saving measures for their properties, without having to pay cash up front.
West Sussex County Council wants to develop a scheme to offer the Green Deal to residents and potentially businesses. We have analysed the energy efficiency requirements of all West Sussex residential properties and see Green Deal as the first step in an even more significant programme for these properties in the county.
We estimate the value of the initial work to be carried out on the properties in the first phase as up to 75 000 000 GBP, over three years, depending on the cost of the measures required in each household or business.

This market consultation process is being run by Capita Business Services Limited (“Capita”) on behalf of the Council under a Strategic Services Outsource. The contract between the Council and Capita provides for information submitted as part of this Market Consultation exercise to be treated as confidential by Capita to ensure all organisations are treated equally and in a non-discriminatory way during the market consultation exercise. The Council and Capita shall maintain a system of management processes, barriers, disciplines and confidentiality undertakings to ensure there is no conflict of interest in the process and to prevent any disclosure to any Capita employee involved in submitting a response of any confidential information from other organisations. Information submitted by organisations will not be used by Capita for any other purpose than the provision of services to the Council under the Strategic Services Outsource.
The Contracting Authority intends to use an eSourcing system in this procurement exercise and reserves the right to use a reverse auction.

This is not the start of a procurement process.
WSCC intends to use the West Sussex eSourcing system for this market consultation exercise to assist the Council in considering its procurement options for the future provision of the service. The URL is: and organisations interested in participating in the Market Consultation event should do so by using this system.

You should submit your written responses to the market consultation questionnaire no later than 17:00 on Monday 26 November 2012. The closing date for clarification questions is 17:00 on Monday 19.11.2012.
On reviewing the written responses WSCC reserves the right to ask organisations to clarify their submission.
A cross section of suppliers who respond to the Market Consultation Questionnaire are likely to be invited to come and discuss their submission with the Council. A date will be set on review of the desktop market consultation responses if the County Council consider meetings will add value to the market consultation process. The proposed date for meeting invited suppliers is week commencing 10.12.2012.
Organisations not participating in this exercise will not be disadvantaged should any tendering process be pursued.
It is anticipated that a separate contract notice relating to the supply of the above specified services will be submitted for publication after the Market Consultation exercise has been completed and a decision has been made with regard to the procurement strategy for this service(s).
All service providers should respond to the contract notice when it is published even if you have participated in the Market Consultation discussions.
Contractors will be expected to deliver services which demonstrate a best value approach.
WSCC is a public authority within the meaning of the Freedom of Information Act 2000 and all correspondence received will be dealt with in accordance with the Act.
To express interest in this Market Consultation event, to access the Market Consultation ‘Briefing Paper’, and respond to the Market Consultation Questionnaire you should:
