Scarborough Borough Council are inviting tenders from farmers to accept and process garden waste collected from our kerbside domestic garden waste collection rounds, to then compost the material, in accordance with Environment Agency regulations. This tender process is designed to be compliant with EU procurement regulations.
For efficiency of operations, SBC will be required to apply the ‘proximity principle’ when transporting waste materials, which will result in a percentage of garden waste being delivered to a number of composting sites across the area.
Any site doesn’t need to be permitted already but will need to have secured these prior to November 1st.

Information and formalities necessary for evaluating if the requirements are met: For new operators only looking at taking in our compost, the most cost effective permit from the Environment Agency is named; ‘Standard Rules SR2011No1_500t’. There are a number of restrictions within this permit, we can provide further guidance and or you can type the permit name into your internet search bar which will bring up the Environment Agency guidance site. Essentially this permit limits you to process 500t in one go which can then be spread, you can then have multiple batches of 500t in one year. If your site is able to secure a ‘below 500t in a batch standard rules’ permit then the current permit fee is 1590 GBP in year one with an ongoing annual cost of 760 GBP, this cost would need to be factored into your gate fee. The final material must be spread on your land.
