The contract is for the provision of stand by and immediate response services and equipment to lay a measured amount of rock salt or other gritting material on roadways (during winter periods only), to prevent or remove hazard caused by frost or ice formation, or remove light snow, when instructed of the City Council.
This comprises in general, but is not necessarily limited to, the provision of all necessary labour, vehicles, plant, expertise, management and other resources and consumables (except Rock Salt or other material to be laid) to facilitate the complete service, both on ‘stand by’ and by immediate deployment when instructed.
Secure premises to operate the service and for bulk storage of the Rock Salt can be provided by the City Council at no separate charge to the contractor, but the option for the contractor to provide is available within the tender.
Tenders are being sought for two different contract periods. The first is for two years and the other is for seven years, each commencing winter 2012. Tenders may be submitted for either or both tender periods, as each will be considered and evaluated individually.

Precise information on deadline(s) for lodging appeals: The Council will incorporate a minimum 10 calendar day standstill period from the point when information on the Council’s intention to award the contract is communicated to those parties who have submitted a tender.
If an appeal regarding the award of a framework has not been successfully resolved the Public Contracts Regulations 2006 (SI2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may award damages and/or shorten or order the contract ineffective.
