Description of the contract

Southend on Sea Borough Council is inviting expressions of interest from contractors wishing to tender for ground floor demolition and new extension at Lancaster School, Prittlewell Chase, Westcliff on Sea, SS0 0RT. The school caters for pupils with Severe and Multiple Learning Difficulties aged 14 – 19 years and has a site partnership with Southend Adult Education College Lancaster Centre, which caters for students, aged 19 – 25 with Severe Learning Difficulties. The project involves the following elements: • The demolition of block B & C, approx 168 M² • The replacement of the main School Boiler which will include the replacement of the Lennox hot air heating system in the KS4 Block to leave the school with one central system. • Build a new extension in the area created by the demolition, approx 377 M². • General refurbishment and alterations around the area of the newly created space. • The client will supply: basic architectural drawings of the requirements, structural detail design of foundations, drainage, floors and roofs. mechanical and electrical detailed design. • The Contractor is responsible for all detailing to complete the design. • The new extension is of concrete strip foundations with masonry walls and a timber roof covered with a single ply membrane. • The installation of solar panels • Minor upgrades to the electrical, mechanical, security and data services as required to suite the new extension. The site will need to be occupied on Monday 9th July 2012 to enable site setup, remove asbestos and disconnect services before the summer holidays. Demolition and foundations, boiler replacement and heating works to KS4 block to be carried out during the summer holidays to minimize disruption to the school. The school will be occupied during the term times. The School will be partly occupied with a skeleton staff during the Summer Holiday. Structural and mechanical and electrical services drawings and Partial architectural, specifications will be issued to the contractors selected to tender for the work and the works will be carried out under a JCT Form of Contract with contractors design. Early appointment of the contractor is anticipated to ensure adequate lead in for site preparation to ensure that work is ready to commence to meet the dates outlined above. Contractors wishing to be considered for selection to tender will be required to be registered with Constructionline or equivalent and have listed the following Sectors and Categories: • Building (Schools/Colleges) • Working in Occupied Premises A notation value for the above sectors and categories of £500,000 is also essential as well as a Feedback Average Category Score of at least 8.00. In addition to the above requirements, our selection criteria will also be based on the following: • A preference for CHAS or equivalent registered Contractors • Location of Contractor in order to support local labour initiatives • Provision of three references for similar works carried out within the last six months. Details required are the referees name, e-mail address and/or fax number on a page entitled “References” (seven working days will be allowed for references to be returned so please ensure your referee’s are available). • Evidence of works completed in accordance with the programme. This information will be obtained from references. • Evidence of good working relationship with occupiers of buildings on previous work carried out in occupied buildings. This information will be obtained from references. • Summary of last three year accounts. • A credit check will be carried out to assess current financial status. Evidence of a high risk status may automatically lead to exclusion. Please limit the information you provide in total to no more than 10 A4 pages which should be stapled together rather than inserted within a folder. It is intended to restrict the tender list to the highest scoring 6 contractors. If more than 6 contractors fulfil the criteria for selection, those scoring the highest number of points on the evaluation criteria will be invited to tender. The returned tenders will be considered against an evaluation ratio of 60% for price and 40% for quality.
