ng homes provide high quality affordable general needs and amenity housing.
The successful contractor will require to work with ng homes subsidiary company ng2. The successful contractor will require to utilise labour provided by ng2 operatives in the carrying out of the works. The cost of their employment is to be included within the contractor’s tender.
ng homes reserves the right to gradually increase the amount of labour they supply to the contractor over the duration of the contract and the success of this relationship will be measured as a KPI. The success of this relationship will be a contractual requirement and if the successful contractor does not comply with this requirement it will form the grounds for determination of the contract. However ng homes will work in partnership with the successful contractor to ensure the success of this contract.
The Contract is to be let for a period of two years with an option to extend the contract for a further year, subject to review on a regular basis and satisfactory performance against published Key Performance Indicators.

Section III: Legal, economic, financial and technical information
Description of particular conditions: The successful contractor will require to work with ng homes subsidiary company ng2. ng homes have a policy of introducing Community Benefit/Regeneration commitment within all of their procurements. The successful contractor must be committed to complying with this requirement. Ng homes will require the successful contractor to set aside 5% of the annual contract value for community benefits requirements yet to be identified.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will have to demonstrate that they are licensed, or a member of the relevant organisation, in the State where they are established, when the law of that State prohibits the provision of the services, described in this notice, by a person who is not so licensed or who is not a member of the relevant organisation.
(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.
(4) All candidates will be required to provide statements of accounts or extracts from those accounts relating to their business.
Minimum level(s) of standards possibly required: In assessing minimum standards of economic and financial standing, the following will be considered: –
Your company must be solvent, if not a guarantee from a solvent parent is acceptable.
Your turnover must be a minimum of the estimated annual value of the contract. For the purposes of calculation please assume the annual value is GBP 300000
ng homes will consider a bidder’s creditor/debtor turnover ratio and if appropriate seek assurances about its manageability and its prompt payment of sub-contractor and/or supplier accounts.
(1) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;
(2) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.
(3) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards.
(4) Certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to specifications or standards.
(5) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided
(6) A check may be carried out by the contracting authority or by a competent official body of the State in which the candidate is established, to verify the technical capacity of the candidate; and if relevant, on the candidates study and research facilities and quality control measures;
(7) A statement of the candidate’s technical facilities; measures for ensuring quality; and their study and research facilities;
(8) An indication of the proportion of the contract which the services provider intends possibly to subcontract.
(9) A statement of the technicians or technical services available to the candidate to carry out the work under the contract; or be involved in the production of goods or the provision of services under the contract; particularly those responsible for quality control, whether or not they are independent of the candidate.
(10) A statement of the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract.
Reference to the relevant law, regulation or administrative provision: It is requirement of this contract that persons responsible for carrying out the framework must have membership of the following Trade or Professional body: BALI
Any applicant putting forward an equivalent organisation must provide a statement from the named equivalent organisation which demonstrates that this organisation may be considered as the equivalent to BALI.
NOTE: The statement should be signed and dated by a representative from the equivalent organisation and contact details should be supplied.
Section IV: Procedure

Section VI: Complementary information
2) Contractor will be required to have quarterly meetings with Ng homes’ senior management to discuss matters such as performance and efficiency improvements.
3) Contractor’s senior management and site supervision to attend monthly contract progress meetings.
4) The Contractor will be required to provide dedicated staff to deal with day to day operations of the Contract and employ predominantly directly employed labour alongside the ng2 operatives to carry out the Works.
5) The Contractor will be required to have jointly logo’d vans which state that the company is working in partnership with ng homes.
6) TUPE may apply to these Works; any bidder should satisfy themselves of the risk of TUPE and account for this risk in any submission.
