The successful contractor will work in partnership with Thrive Homes and our other stakeholders to deliver a seamless grounds maintenance service that meets our strategic aims and objectives. We are looking for a contractor that acts as our ambassador on our estates to help us proactively deliver a quality service by reporting any concerns or issues identified. The core contract includes general grounds maintenance such as grass cutting, shrub maintenance, weeding and minor tree works. In addition we require a full tree survey to be undertaken in the first year which will develop into a rolling 5 year cyclical programme of maintenance.
The contract also offers an Assisted Gardening service to older and disabled residents. This basic service comprises of grass cutting and hedge maintenance twice per year. 900 hours were used to provide the assisted gardening service last year however no new customers are being accepted onto the scheme so this is likely to reduce over the lifetime of the contract.
There are approximately 90 schemes where grounds maintenance is required and these ranges from small plots to quite large areas (approx. 12 000 m², predominantly in the Three Rivers/Watford area).
We anticipate that the majority of our schemes will require both grass cutting and shrub maintenance. We have not specified frequency rates as our specification is based on outputs, however during the peak growing season we would expect the contractor to attend at least every fortnight.
All locations are fully set out in the pricing document which includes postcodes. As a growing organisation, Thrive Homes may build or acquire new schemes within one hour’s drive of our head office in Croxley, Hertfordshire. There may be disposals over the life of the contract and thus numbers of the properties may increase or reduce. Where new schemes have recently been acquired, maps are required to show areas maintained as part of the contract.
Thrive Homes is committed to adding social value within all our contracts. As part of this we will be nominating Let’s Talk (a social enterprise set up by Herts Mind Network) as a sub-contractor to deliver grounds maintenance services to three schemes (Ryman Court, Dunfermline House and Sherwood House). The successful contractor will be required to manage this relationship in accordance with Thrive’s social value objectives.

Description of particular conditions: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
