Description of the contract

In support of the Government Growth Voucher Programme this requirement is for the provision of an Online Marketplace. The on-line marketplace should to be an on-line resource that delivers the following capability: 1. Contains a comprehensive list of suppliers across the whole of England who can deliver expert advice on the full range of topics being explored by the GV Programme. These are: ? Help with raising finance to fund business activities; ? Developing an effective marketing strategy to increase sales; ? Exploiting IT and digital technologies to improve business performance; ? Increasing the capability of the management team by carrying out an audit on skills or reviewing current business strategies; ? Expanding the workforce and taking on new employees; While the site is required to list suppliers nationally, it will be especially important to ensure that there are an adequate number of suppliers in the five trial areas where delivery partners will operate – North West, West Midlands, East of England, London and the South East. 2. Provides a specific landing page for Growth Vouchers and matches SMEs seeking advice with providers of the advice (whether through a search facility, a reverse tender process or another structure). Suppliers will need to be clearly tagged for the specialist advice they offer and that they have been accredited to receive Growth Vouchers. 3. Allows businesses to filter suppliers by geographical area and other criteria (such as price, key words etc.). 4. Can identify suppliers that have the right skills and expertise to deliver support to small and micro businesses and accredit them to BIS ‘growth voucher approved supplier’ standards (see Annex A for draft criteria). Any supplier that reaches this standard should be free to join and the sign up will be managed by the on-line marketplace. 5. Collects feedback (reviews and ratings) from customers that have used the services on offer (in a similar way to Trip Adviser, eBay and Amazon) to help endorse the quality of the on-line market place. 6. Is a standalone offer which is sustainable beyond the lifetime of the programme. 7. Provides data to BIS/Cabinet Office for research and evaluation purposes of the Growth Voucher scheme.
