The individual route requirements are primarily expected to be for the use of Hampshire County Council, although there may be routes called off for use by Hampshire Police Authority, Hampshire Fire and Rescue Service or institutions outside of Hampshire who are named in this OJEU notice.

Additional information about electronic auction: Additional information about electronic auction. Where on occasion the council receives prices back for each mini competition which are deemed in light of the budget / consultation to be unaffordable we reserve the right to carry out a reverse electronic auction.
The electronic auction will be structured in 2 ways:
Option 1:
Carry one option within the mini competition through to electronic auction.
The start price for the electronic auction will be based on the lowest tendered option rate.
All of the tenderers will be invited to take part in the electronic auction.
Full instructions on taking part in the electronic auction will be released at least one week before the auction will take place.
Option 2:
Carry all options within the mini-competition through to electronic auction.
The start price for each of the electronic auctions will be based on the lowest tendered option rate.
All of the tenderers will be invited to take part in the electronic auction.

The Dynamic Purchasing System will initially be for 2 years with the option to extend in yearly increments up to 4 years. Hampshire County Council reserve the right for mini competitions and electronic auctions under the DPS to be awarded based on lowest price or most economically advantageous tenderer as detailed in the route specification. This procurement will be undertaken using an e-tendering system which can be found athttps://in-tendhost.co.uk/hampshire

If you wish to express an interest please click on ‘Express Interest’ and if you have not previously done so, register your company. The email address should be for the person who will deal with the tender, as login details and subsequent messages relating to the tender will be automatically sent to this email address.
In the interest of efficient public procurement, the contract will be accessible (by agreement) to those Local and Regional Authorities in the south east United Kingdom listed below.

The Local Area Partnership’s to include Enterprise M3 and Solent (Transport for South Hampshire) will have access to the DPS. These may include, but not be limited to District, Unitary and Borough Councils within Hampshire, East Sussex, West Sussex, Surrey, Isle of Wight, Berkshire, Kent, Oxfordshire and Buckinghamshire.
Schools (all academies, faith, voluntary aided or controlled, maintained, trust and ‘free’ schools) including those schools which may convert to academy status either during the procurement process or during the term of the DPS including those that currently exist and their successors. Academies in the Hampshire County Council Local Authority area known at the time of publishing include:

The Contracting Authority views that the range of services to be procured during this tender should be awarded as a multiple supplier DPS and seeks applications from suitably experienced suppliers who wish to tender for this service. Whilst every effort has been made to consider the full scope of the requirement, the Contracting Authority does not guarantee the volume of the services required resulting from this tender or that it will accept any tender on completion of the tender exercise.
