Harborough District Council is seeking to procure the services of a consultant/s to renew its Car Parking Strategy.
The contract to be awarded will be for a period of 12 months, however the work will be undertaken within the first three months.
Harborough District Council is a member of a partnership of seven Leicestershire districts together with Leicestershire County Council for parking enforcement purposes. This enables the districts to combine on-street enforcement (on behalf of the county) with their own off-street enforcement activities. Harborough District Council provides the on and off street enforcement for 4 other Leicestershire Authorities. However, the parking strategy review will only cover off street enforcement in Harborough District.
The Car Parking Strategy is seen as an integral part of the Council’s strategic economic growth for the town centres as well as part of the holistic strategy for asset management. The main aspiration of the strategy will be to support the regeneration of town centres by encouraging visitors and shoppers to the car parks and supporting the Open for Business plan.
The Car Parking Strategy should address the following:
• Current car park usage including spare capacity and predictions of future use
• Impact of free parking for Christmas and other events
• Impact on the introduction of a new 1 hour stay tariff
• Current mix of car parks – long and short stay, location, rural Car parking etc
• Potential coach parking in the town centre
• Car park asset management
• Benchmarking on parking fees
• Investigation on alternative payment methods
• Signage.
This is a single stage procurement process to obtain quotations for the required work. Potential providers have been selected on the basis that they have specialist sector expertise and / or have previously undertaken similar work. The Council’s is publicising its intention via Source Leicestershire to enable other prospective consultants to quote.
