The contract is a non exclusive Framework Agreement with Economic Operator(s) for the provision of HES (Health, Environment and Safety) Advisors to support Chevron Romania Exploration and Production S.R.L. (hereinafter referred to as ‘Company’) for land based exploration and production activities in Europe. Company’s preferred outcome would be to award framework agreement(s) to Economic Operator(s) who are capable of delivering the required services. Only when the terms laid down in the framework agreement are not complete enough for a particular call-off, company will hold a mini competition with all the providers awarded a framework agreement and capable of meeting the particular need against the terms and conditions of the framework agreement.

II.2.1)Total quantity or scope:

Chevron Romania Exploration and Production S.R.L. (hereinafter referred to as ‘Company’) intends to award framework agreements to more than one economic operator for the provision of HES (Health, Environment and Safety) Advisors on a non exclusive basis as and when required by Company.
Call off criteria will be as stated in Section II.1.5, initial requirement for personnel will be May 2013. Company will only consider economic operators who can demonstrate the ability to provide personnel with a minimum of 10 years international experience within the oil and gas industry . Economic operators must be able to provide HES Advisors to support Company’s Land Drilling activities onshore in Romania (herein after referred to as Personnel).
The roles and responsibilities of the Personnel shall include, but not be limited to:
– Monitoring day to day drilling / completion operations: During planning of operation, frequently monitor JSA/THINK planning process for additional identified hazards, procedural issues, participant engagement, and administrator engagement of crew.
– Mentor crew members: Assess the HES ‘attitude’ of the rig site personnel and organization. Advise Company Rig Supervision on both positive and areas of improvement needed.
– Coordinate and conduct training on Safe Work Practices as they apply to the Drilling operations: Man riding, LOTO (Lock Out Tag Out), Confined Space, Working at Heights, Permit To Work, Excavation, Hot Work, etc.
– Development, Co-ordination and Management of BBS (Behaviour Based Safety) Tracking Report: To serve as the principal coordinator of the BBS System tracking report. The tracking report ensures a thorough review of daily cards and records personnel and equipment issues that require follow-up. The tracking report shall be used to provide feedback to crew members ensuring that their observations are addressed by Company/Contractor/ Service Partner management. The report is to be updated daily and distributed weekly.
– Champion SWA (Stop Work Authority) and assist in training as well as the development and application of SWA drills.
– Play a pivotal role in the development and application of the ‘eColors’ program initiative for D&C.
– Champion the JHA (Job Hazard Analysis) process(s) within the D&C operations.
– HES rig site administrative duties: Various administrative duties not limited to participating and/or leading daily, special meetings. (i.e. service partner safety meeting, investigation, Pre-tour, etc).
– Assist Drill Site Managers with the notification and documentation of reportable incidents.
– Participate in / lead, Why Tree and Root Cause Investigations when necessary. Track action items to closure.
– Environmental Compliance Monitoring and Management: Serves as the principal monitor for onsite environmental compliance for Company. Tracks environmental data involving municipal waste management, monitored discharges, hazardous and non-hazardous waste compliance.
– HES Review/Audit Tracking: Tracks progress and closeout of rigsite based safety reviews performed by rigsite Company personnel.
– Closeout reports shall be issued to Company HES Representative and selected contractors weekly. The number of weekly closeouts will be tracked in the Leading Indicators Report.
