Description of the contract

The 2008 Health is Global Strategy set out the importance of coherence and consistency between international and domestic policies that affect global health. An Outcomes Framework was adopted in 2011, through which the present Government established its priorities for global health and clear outcomes to be achieved by 2015. This Framework focuses on three key areas for action: 1. Global Health Security 2. International Development 3. Trade for Better Health. Collaborative working between UK government departments, as well as between the UK Government and a range of partners is integral to the approach. The 2008 Strategy contained a commitment to commission an annual independent review of progress. This commitment was confirmed in 2011.The last review was undertaken in early 2010, with a particular focus on the way in which the UK Government was engaging with the BRICS (Brazil, Russia, India, China and South Africa) countries on global health matters. The review provided a set of recommendations with operational relevance, which have informed our subsequent work. This year’s review look at how well we are working across government to embed the principles and achieve the outcomes identified in the Health is Global Outcomes framework, with a particular (but not exclusive) focus on Global Health Security. This focus was identified in consultation with the cross-government steering group which supports and helps to deliver the strategy.

Instructions for/Conditions of Participation This procurement exercise will be conducted on the DH eTendering portal at http://www.dh.gov.uk/en/Aboutus/Procurementandproposals/BMS/index.htm We call this system BMS (Business Management System). Candidates wishing to be considered for this contract must register their Expression of Interest and download and complete a ITT through the DH eTendering portal (BMS).
