Norfolk County Council has completed a support planning strategy which proposes a new model to deliver self-directed support. The model sets out how people with a personal budget (PB) will be supported and in essence, proposes a fundamental change in the delivery of support services. The strategy states that in the future the majority of service users will develop their own support plans in order to use a PB with a number of vulnerable people supported by practitioners and for those with complex needs, a support planning service will be made available. This model is underpinned by a clear infrastructure that will provide people using PBs with the information, tools and services they need to manage their own support. The Council have taken steps to deliver targeted information, advice and support services and are now seeking to establish a accredited list to deliver other components of the Personal Budget infrastructure.
Individuals will directly purchase these services from individual providers and their personal budgets will reflect these costs. The services to be delivered under the select list are as follows:
A straightforward and accessible payroll service that supports people to manage the payroll of their employed personal assistants.
A supported accounts service that provides social care users with clear and up-to-date information about their direct payment.
— An employment support service available to people who wish to employ a PA to enable them to navigate the recruitment process and become a good employer.
In addition, The Council will be setting up a accredited select list for Support Planning which will be purchased through spot contract arrangements. This service will provide:
— An independent support planning service to assist those who have complex needs or who require additional support.

This is a one stage process to compile an accredited list of providers. The application process will be conducted in accordance with the information contained in the application documents. The Authority has voluntarily advertised this application in the Official Journal, solely in order to reach as wide an audience as possible. The Authority has been constrained by the forms used by the Publications Office to describe the application procedure as “Open”. This will be a one-stage procurement process, but the authority does not bind itself to conduct the procurement process in accordance with the Open Procedure, as described in the Regulations.
Once the accredited list has been compiled, no new organisation will be permitted to join it. However, Norfolk County Council may reopen one or more lists if the need dictates.
