The National Health Service Commissioning Board is the Contracting Authority. The Board uses the operational name ‘NHS England’. The Board operates Area Teams in different parts of England. This procurement will be run by NHS England Health and Justice (North East and Cumbria).
Responsibility for the commissioning of health care in the secure children’s environment has recently transferred to NHS England. Health and Justice (North East and Cumbria) have responsibility for 2 Secure Children’s Homes and one Secure Training Centre. Commissioners wish to focus on developing specific services through this procurement to encourage providers to work collaboratively together in delivering effective, personalised and comprehensive healthcare services for the population of these secure settings. This must be done in partnership with other service providers including those delivering associated healthcare service and those delivering the other elements of the custodial provision. It will require an integrated approach and effective liaison and communication with the senior management team within the establishment(s), Youth Justice Services and Community based partners.
It is also expected that irrespective of where individual healthcare providers are located there will be collaborative sharing of best practice to ensure that the population served by the three settings receives the best possible care. It will be imperative that prospective providers work very closely with key stake holders to map out pathways of care and initiate innovative training and development of staff.
Each lot will be treated as a separate contract award procedure. This Contract Notice is a voluntary notice. The reference to ‘restricted procedure’ at section IV.1.1 does not apply. The procurement will be run in accordance with Regulation 5(2) of the Public Contracts Regulations 2006 (the ‘Regulations’) that sets out specific Regulations that apply to contracts for Part B services. The Contracting Authority does not intend to be bound by any additional Regulations.

Any organisation interested in providing one or more of the lots described above should express an interest in the relevant lots by e mailing the address detailed in section I.1 (nhsenglandnescs@dacbeachcroft.com). On receipt of expressions of interest, the Contracting Authority will issue organisations with a Pre-Qualification Questionnaire (‘PQQ’). Please note that requests will only be responded to between the hours of 09:00 and 17:00 Monday to Friday. Requests to participate received by any other method will not be responded to. The deadline for organisations to submit their completed PQQ responses will be set out in the PQQ.

Financial envelopes will be applied to each lot. Further detail will be given in the tender documents.
The contracting authority reserves the right to make a future variation to the resulting Lot 2 contract to ensure that the provider cooperates with any future providers of dental or other healthcare services at Hassockfield.
Tenders and all supporting documentation must be priced in sterling and written in English. Any agreements entered into will be governed by English law and will be subject to the exclusive jurisdiction of the English courts. The Contracting Authority is not liable for any costs, charges or expenses incurred by candidates or tenderers in bidding for this contract opportunity. The Contracting Authority reserves the right to cancel this tender process at any time and not to award any of the contracts/ part of the contracts.
