The Act establishes an independent consumer champion called Healthwatch that will give citizens and communities a stronger voice to influence and challenge how health and care services are delivered at both a national and local level.

Gloucestershire is looking for a Provider to establish an independent social enterprise trust by 1/4/13 to deliver a local Healthwatch organisation for Gloucestershire that will be called “Healthwatch Gloucestershire”. This new organisation will build on the work of Gloucestershire Local Involvement Network (LINk) to ensure that Healthwatch Gloucestershire is managed to deliver the listed outcomes. The Provider will be expected to be able to deliver the core functions and collaborate with Gloucestershire County Council and its partners to adapt and build the service.
The contract is initially for 24 months with an option to extend for a further two periods of 12 months. The annual budget for this is anticipated to be approximately £371,000 and includes staff from the exiting providers.
If prospective providers wish to access further essential information and submit a response, they must download, complete and return the attached Confidentiality Certificate. The Confidentiality Certificate must be returned to Healthwatch@gloucestershire.gov.uk.
In addition, providers must register an interest in the opportunity by logging into Procontract and clicking on the ‘register an interest’ button.
Once the signed Confidentiality Certificate has been received, the registered interest will be accepted and then the provider will be able to access the additional information required to make their submission including detailed service and staffing information.
Part A and Part B of the ITT. Part A details the specification, terms and conditions and other instructions. Part B comprises the required forms for the provider to make their response/submission. Prospective providers are advised to read both of these documents carefully to inform themselves about the opportunity and whether they would be interested in submitting a response.
We strongly advise interested providers to read Parts A and B and if they wish to respond, to register an interest and return the signed Confidentiality Certificate as soon as possible to ensure they have the longest possible time to prepare their submission.
