Description of the contract

Leicester City Council (the Council) is seeking market sounding information from organisations, communities and groups interested in tendering, either individually or as a part of a consortium for a local Healthwatch organisation. This soft market test is to seek the views and opinions of potential suppliers within the market to establish the services available and to inform the commissioning process. Please note: this invitation at this stage is for market testing only. Going forward, potential providers (including those who have responded to the call for market testing) will be required to respond to a subsequent Contract Notice (the publication of which will depend on the successful development and progression of the programme) in accordance with EU procurement rules and any requirements set out therein. Local Healthwatch is a new involvement body, proposed as part of the changes to the NHS. Leicester City Council is required to commission a local Healthwatch by 1 April 2013. As part of the Health and Social Care Act 2012, it states that the body contracted to be the local Healthwatch must be a ‘body corporate’ (i.e. a legal entity), which is a social enterprise. Healthwatch could be a subsidiary organisation in a group structure provided that there is an independent board with all the required legal responsibilities and capabilities. Equally, Healthwatch could be a new organisation established as a voluntary sector format.
