Following royal assent of the Health & Social Care Act 2012, local Healthwatch organisations will be established after April 2013 as consumer champions for the residents of an area to promote better outcomes in health for all and in social care for adults. This includes the functions of the existing local involvement networks (LINks) which will cease to exist when local Healthwatch comes into being.
After April 2013, local Healthwatch will also support informed choice for residents by acting as a signpost to information about health and social care services. This is one of a range of services currently provided by the patient advice and liaison services (PALS). After April 2013, local Healthwatch will also have responsibility for providing advocacy services in relation to complaints against the NHS. North East Lincolnshire is commissioning its local Healthwatch and the scope of the Healthwatch and any future contract or contracts following the PIN may include (but not necessarily be limited to) the following:
— patient and public involvement in health and social care (as currently provided by LINKs),
— signposting and information services (as currently partially provided by PALS),
— complaints advocacy services in relation to NHS complaints (as currently provided by the Independent Complaints Advocacy Service (ICAS)).

This prior information notice is being issued to promote engagement and discussion with organisations interested in the future delivery of Healthwatch, either as one joined up service or several connected services. North East Lincolnshire Council (as lead commissioner) and its partner agencies are currently exploring the opportunity to take forward a collaborative approach for commissioning North East Lincolnshire’s local Healthwatch. A Healthwatch engagement day for those interested in providing a service will be held on Wednesday 25.7.2012.
In readiness for this, interested parties should register/express their interest, in attending this event and participating in the soft market testing exercise by downloading forms via and submit completed forms in the format prescribed by uploading them to The SCMS reference for this project is: NEL26541.

The submission deadline for receipt of all expressions of interest forms is 12noon Friday 13.7.2012.
NB: important note: In order to be involved interested parties must complete an expression of interest form as instructed. Verbal offers of engagement will not be considered.
All expressions of interest in respect of the project or event should be directed via the above web portal. It also contains links to further information with regard to Healthwatch. A Further engagement day may be held in addition to this.
