Provision of Healthwatch Slough
Through the Health and Social Care Act (2012), all Local Authorities in England who provide Adult Social Care services have been given the duty to commission Local Healthwatch from April 1st 2013.
The legislation sets out 6 statutory functions for Local Healthwatch.
  1. Gathering views and understanding the experiences of patients and the public.
  2. Making people’s views known.
  3. Promoting and supporting the involvement of people in the commissioning and provision of local care services and how they are scrutinised.
  4. Recommending investigation or special review of services via Healthwatch England or directly with the Care Quality Commission (CQC)
  5. Providing advice and information about access to services and support for making informed choices including how to get independent advocacy support to make an NHS complaint.
  6. Making the views and experiences of local people known to Healthwatch England and providing a steer to help it carry out its role as a national champion.
The Council is therefore seeking expressions of interest from organisations (under Part B Regulations) with the capacity and experience to deliver the Healthwatch Slough service. It welcomes expressions of interest from organisations with local knowledge and proven experience of public engagement and information, advice and advocacy.
While the preferred delivery option for Healthwatch Slough is single lead provider that encourages local independent organisations to deliver the Local Healthwatch functions and services through a subcontracting process, we welcome expressions of interests from consortia, single providers and other models. The contract will be for a period of two years, with possible annual extensions for a further two years. The current indicative annual budget for the contract is £107,000. National discussions are ongoing in relation to the allocation of funding and we would advise caution in assessing the funding levels.
Smaller or specialist organisations: It is appreciated that some smaller or specialist organisations may not feel able to tender for the entire contract, but may wish to be considered as a member of a partnership to deliver the Healthwatch Slough Service. Such organisations are encouraged to submit brief details of their area of interest and email/telephone contact details to the council by email ( as soon as possible and no later than 12.00 noon on 1st November 2012.
Any information provided will be distributed to all tenderers during the tender process. The council cannot guarantee that the distribution of information in this way will ensure that a specialist organisation will be included in a tender.
A Specification has been developed and is published with this notice on the South East Business Portal which outlines the council’s basic requirements for service providers to meet individual outcomes.
The evaluation criteria for the tender process will reflect the Council’s requirement for organisations to:
  • Recognise and respond to the unique needs and aspirations of individuals from Slough’s diverse community through delivering person centred approaches;
  • Maximise individual’s independence, choice and control over their lives by promoting social inclusion.
Expressions of interest can be registered by completing a Pre-Qualification Questionnaire (PQQ) which can be downloaded from the Portal.
The closing date/time for completed PQQs to be received by the Council is 12.00 noon 15th November 2012. They should be emailed to Any PQQs received by the Council after that date / time will not be considered.
Those organisations which have completed the PQQ satisfactorily and obtained a sufficient score will be invited to complete an Invitation to Tender.
