Description of the contract

Wandsworth Borough Council is seeking expressions of interest from suitably experienced and competent service providers for the provision of a Local Healthwatch Service for the London Borough of Wandsworth. Organisations wishing to be considered must demonstrate that they meet the criteria of being a social enterprise as legally required by the Health and Social Care Act 2012 and as defined by the Department of Health. The Department of Health intends to set out criteria in the regulations. However, a general description would be ‘businesses with primarily social objectives whose surpluses are principally reinvested for that purpose in the business or in the community’. The proposed criteria being considered are along the lines of those within (Summary Report: Issues Relating to Local Healthwatch Regulations, Dept of Health, Ref:17928): https://www.wp.dh.gov.uk/publications/files/2012/07/Summary-Report-Issues-relating-to-local-Healthwatch-regulations.pdf The Contract will commence on 1st April 2013 and will run for a period of three years with the option to agree any number of extensions of up to a further two years subject to mutual agreement. The cost of the current LINk Host contract is £118,000 per annum. A ‘Payment by Results’ commissioning model will be used. A proportion of payments made to the service provider will be based on successful fulfilment of key performance indicators and demonstration of successful fulfilment of outcomes, objectives and goals.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).However, any selection of tenderers will be based solely on the criteria set out for the procurement,and the contract will be awarded on the basis of the most economically advantageous tender.Organisations wishing to be considered for selection to tender are required to complete a pre-qualifying questionnaire (PQQ), which should be obtained from Mr L. Allen-Scholey either by email at Healthwatch@wandsworth.gov.uk or by telephone 020 8871 6092 or by post from Room 150, Wandsworth Town Hall, Wandsworth High Street, London SW18 2PU. Completed PQQs, along with any supporting documentation must be submitted by 12:00 Noon on 31st October 2012. Late submissions may not be considered. Selection for inclusion within the tender list will be based on responses provided within the PQQ including but not limited to the following criteria. For full details of the evaluation criteria please refer to the PQQ: 1. Evidence of economic and financial standing in respect of viability to perform the contract requirements. 2. Evidence of the following insurance level: Public Liability to a minimum of £5,000,000 (five million pounds) per occurrence, and Employers Liability to a minimum of £10,000,000 (ten million pounds). 3. Evidence of Technical and Professional Capacity and Ability, including: a. Satisfactory evidence of relevant experience of delivering similar contracts to the Council’s requirements; b. Satisfactory evidence of the professional and technical qualifications and experience of the individuals assigned to deliver the ontract requirements; 4. Other criteria as listed in the PQQ. It is intended to restrict the tender list to a maximum of six companies. If more than six companies fulfil the criteria for selection, those scoring the highest number of points on the evaluation criteria will be invited to tender. Applicants will need to have scored a minimum weighted score to be included among the six companies that will be invited to tender. The award of the contract will be based on the most economically advantageous tender. This will be assessed with weightings of 80% for price, 10% for quality considerations and 10% for the ‘First Year Plan’ Applicants are advised that references will be obtained in writing from three referees.
