Our vision for Gloucestershire’s Healthy Lifestyles Service is for a flexible and responsive Service that supports Customers to make sustainable changes in behaviour. There should be a clear offer, easily understood and navigated by both professionals and the public, accessible via a single point of access. The emphasis will be on enabling people to self-care where possible, but with options for enhanced support for those who most need it. The quality of the Customer experience (both public and professional) together with the ability of the Provider to engage effectively with Customers whose needs are greatest is paramount to the success of this Service and its role as a system enabler. We are looking to work with a Provider that shares our ambition and can develop a responsive healthy lifestyles offer to meet the needs of Gloucestershire residents.
The Provider will be expected to support wider objectives prioritised by Gloucestershire County Council. The Council expects this contract to be flexible and responsive to local needs and to continue to develop and innovate over the contract term.
The estimated scope of the contract is between 11 600 000 GBP and 12 542 000 GBP. These figures represent the estimated initial contract value through to the estimated total contract value assuming all extensions are granted. These figures are for guidance only and are subject to change.
The initial contract period is 5 years and 3 months and at the end of the initial contract term at the Councils discretion this contract may be extended by up to an additional 2 years.

Function 1 — Self-Care Offer
A comprehensive self-care offer available to all residents of Gloucestershire. This digital portal will provide information and self-care resources to enable local people to build skills and develop strategies for making positive lifestyle changes. In addition to this, time limited assistance will be provided to those with limited digital skills to enable them to navigate tools and start using self-help information and resources.
Function 2 — Behavioural Support to make a lifestyle change
The Service will deliver personalised evidence-based coaching support to change via behaviour specific pathways as outlined in the Service specification. This function includes an option for referral to community weight management provision.
Behavioural support will be available to people who face the greatest challenges in living a healthy lifestyle and / or have the most complex needs. The intensity of support will be proportionate to Customer needs and will range from light touch support (e.g. self-care supplemented with phone calls / texts to enhance motivation or review progress) to a series of face-to face coaching appointments.
Function 3 — Targeted prevention programmes
Primary prevention programmes will be delivered in a range of settings as appropriate e.g. schools, children’s centres. They will be flexible to the variety of needs within the targeted population e.g. culturally appropriate for key Black and Minority Ethnic (BME) groups. Initial priorities are set out below, however these may be subject to change in agreement with the Council in the context of future needs and priorities:
— An evidence-based smoking prevention programme for adolescents;
— Health and well-being parenting programme;
Function 4 — Healthy settings facilitation
The Provider will be a point of contact and source of advice and support to organisations working towards healthy setting’s accreditation, for example, National Workplace Charter.
The focus for healthy settings facilitation will be subject to change in line with shifts in need and priorities but will initially focus on the following priorities:
— To be the point of contact, advice and support for up to 40 employers who have adopted the National Workplace Charter (as part of the NHSG CCG workplace health programme and multi-agency drive to improve workplace health);
— To be the point of contact, advice and support for children’s centres within Gloucestershire accredited as Healthy Smiles (oral health) and Eat Better Start Better settings.
Function 5 — Training and capacity building for health behaviour change
To increase capacity across the local system by equipping front-line staff and volunteers to initiate appropriate, timely conversations with Customers and to ensure that they have the information and skills to positively impact on their health and well-being.
