Genesis is looking to procure a framework for De-centralised Energy Systems and Heat Metering. The framework is divided into 5 Lots (A-E). Lots A, B and C relate to meter reading and billing whilst lots D and E are consultancy services and contractor works.
Lot A relates to software for in-sourcing utility billing. Lot B is seeking out-sourced credit billing services including meter reading, billing and payment collection. Lot C relates to Prepayment (PAYG) equipment to collect meter read data and payments.
Lot D, consultancy services, includes engineering reports, energy system design, heat metering retro-fit design and quality assurance at key stages of housing developments (e.g. install, commission, handover). Lot E essentially covers the contractor works that falls out of the Lot D consultancy services.

Specialist consultancy services on all aspects of de-centralised energy systems include gas pipework, energy centre plant, heat network, BMS systems, metering networks, HIUs and in-unit heat networks. Systems may also include low carbon tech (e.g. CHP, solar thermal, solar PV). Services will include engineering reports, system designs, heat metering retro-fit designs and quality assurance services at key stages during new developments (e.g. install, commissioning, handover).

Provision of works and repairs to new and existing decentralised energy systems as outlined by specialist consultant engineers reports. This lot covers works to all elements of de-centralised energy systems including demised incoming gas pipework, energy centre plant and equipment, heat network, BMS systems for controls and monitoring, metering, metering networks, heat interface units and in-unit heat networks.

Estimated scope of works:
GHA currently provides heat/hot water, and/or cold water; and/or electricity to ~3 700 across 14 schemes and estimates this number may grow to almost 7 000 by the end of 2017 with a steady increase each year after. Most of GHA’s existing schemes require solution based engineer reports and potentially works to improve design, energy efficiency and/or meter reading and billing capabilities.
GHA is a member of several forums relating to de-centralised energy and heat provision, metering and billing. These forums have highlighted that much of the housing sector is in a similar situation and require the same works and services that this tender seeks to procure. GHA has been in discussion with our housing sector peers regarding this framework to gauge interest and will be making this framework available to all housing associations within London and the South East UK. Specific interest has already been shown from Notting Hill Housing, Swan Housing, Circle Housing and Guinness Housing with combined portfolio of ~7 500 properties, also expected to grow over the 4 year life of this framework.
As bidders will appreciate it is difficult to fully gauge the interest and scope of works required; however GHA has estimated and made provision for 70 000 000 GBP worth of works through this framework over its 4 year life. GHA will appoint a maximum of 4 suppliers to each of the 5 lots and bidders with the appropriate skills and experience may be appointed to multiple lots.
