The Blackwall Reach regeneration area is situated to the east of the London Borough of Tower Hamlets, in Poplar.
Swan New Homes (“Swan”) are developing this site to deliver 1,575 new dwellings split across four phases. Working alongside the London Borough of Tower Hamlets and the Greater London Authority (GLA), Swan is seeking to establish a District Heating System (DHS) to serve the new development.
To this end, Swan are seeking to procure by competitive tender a single Energy Services Company (ESCo) to design, construct and operate the DHS and provide heat to residential and non-residential customers for a period of 40 years from Contract Award.
Swan are currently constructing phase 1A (98 units)and designing phase 1B (circa 230 units). Phase 1A is being constructed such that connection to the district heating system will be enabled. Swan are also selected to build phases 2, 3 and 4 (of between circa 150-500 units each), although there is contractual conditionality attached to these later phases. It is expected that all phases will be designed to connect to the district heating system.

II.2.1)Total quantity or scope:
The installation of the District Heating System will enable the new development at Blackwall Reach to achieve the required levels under Code for Sustainable Homes and BREEAM, plus provide lower cost energy to consumers.
Swan is seeking a concessionaire to:
a) Design, build and maintain and operate the District Heating System at no financial risk to Swan, for a period of 40 years. This period will commence on the date of Contract Award.
b) Install the neccessary infrastructure including heat pipes to establish a linked network
c) Provide affordable, continuous and contollable heat and hot water to all end users.
d) Purchase all primary energy required by the scheme.
e) Reduce the CO2 emissions and establish a secure and sustainable energy supply (to be achieved through the use of Combined Heat and Power and high efficiency boilers).
f) Manage, operate and maintain the billing and collection of all charges to all users including tenants, leaseholders, transferred tenants and owner occupiers.
g) Provide an excellent customer care service to end users.
To facilitate the delivery of the District Heating System, it is anticipated that an affordable one-off connection charge would apply to all new homes drawing heat from the District Heating Sytem which aims to:
a) Provide lower energy costs for residents/businesses
b) Ensure that the district heating solution is less costly than individual block solutions
c) Achieve significant CO2 savings
d) Be better placed to meet higher Sustainable Code Levels in the future.
e) Include a techinically sound and reliable energy centre

Swan may require an indemnity or guarantee from another party such as a parent company, bank or insurance company.
