PLEASE NOTE THIS IS A NOT A CONTRACT OPPORTUNITY BUT AN OPPORTUNITY FOR THE MARKET TO ENGAGE IN A PRE-PROCUREMENT MARKET ENGAGEMENT EXERCISE.Hertfordshire County Council (the “Council”) is carrying out a pre-procurement market engagement (PPME) process in relation to its requirement for consultancy support to develop a new transport vision for Hertfordshrie. Therefore, the Council has published this notice to alert potentially interested organisations with appropriate expertise and/or relevant experience of this potential opportunity and the contracting authority’s purchasing intentions. The Council is looking for interested organisations to complete and submit the Supplier Questionnaire (see section 12. Other Information of this notice).The purpose of the Council’s PPME process is to allow and enable potentially interested organisations with appropriate expertise and/or relevant experience to: – establish a series of broad options for strategic level transport packages that address the challenges identified in Stage 1 facing Hertfordshire up to 2050, – produce a technical report and non-technical supporting material to be used for public consultation to gather views on the approrpaite strategic direction for Hertfordshire’s long term transport vision to 2050.The Council will consider the input and responses received to help inform the Council’s options and further decision making. However, the decision on how to proceed is subject to approval under local authority governance procedures. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the PPME process will be at each supplier’s own cost. No expense in responding to this process will be reimbursed by the Council. For the avoidance of doubt, the maximum budget for this service is approximately GBP 100,000.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.Registering your Interest Interested suppliers which would like to express their interest must obtain the Pre-Procurement Market documentation including the Supplier Questionnaire by registering on the Supply Hertfordshire website; full instructions have been provided below. Hertfordshire County Council has moved to a new way of e-Tendering and worked closely with its Districts and Partners to create a joint procurement website called Supply Hertfordshire. This website is supported by BiP Solutions who provide a system called Delta which is the background platform to Supply Hertfordshire. Submitting the Supplier Questionnaire To submit your completed Supplier Questionnaire, you must use the Tenderbox through BiP’s Delta system by the return deadline of 12.00 Noon on Friday 9th January 2015. Please note that questionnaires cannot be uploaded after this return deadline. Step 1: Registering with Supply Hertfordshire. To participate in this pre-procurement market engagement you will need to go into http://supplyhertfordshire.g2b.info/hpf/ and register, thereafter you will be issued with a Username and PASSWORD.(If you have already registered with Delta or Supply Hertfordshire, please follow the link above where you can log on using your existing username and password. If you have registered and have forgotten your Username and Password, please click on the forgotten password link below the log in box.) Please keep this Username and Password secure, and do not pass it to any third parties. Step 2: Completing your Supplier Questionnaire. To obtain the Pre-Procurement Market Engagement documentation and to complete the Supplier Questionnaire, you will need to go into the Response Manager area and enter the Access Code: R5F45E9896. You will then need to download the relevant documents and complete. Any supporting documents should be cross-referenced to the relevant question. If the Council requires further information concerning your response, your organisation will be contacted. However, please provide full details and answer all questions, as the Council reserves the right not to ask organisations for any further information. Step 3: Uploading Your Completed Supplier Questionnaire Once you have completed your Supplier Questionnaire you must then “upload” your completed response into the Tenderbox (Access Code: R5F45E9896 and ensure it has been submitted as a response. Please make sure you have submitted your Supplier Questionnaire to the correct Access Code, the Council will not be held accountable for any errors made by an organisation in submitting their Supplier Questionnaire.
